CPI DECLARES NORMS FOR MP LAD FUND UTILISATION BY IT'S MEMBERS OF PARLIAMENT

National Executive (24th May 2011) adopted the following norms for the allotment of MP Lad funds by CPI Members of Parliament
Earlier Members of Parliament were given Rs. 2 crore to allot for local area development. Now recently it has been increased to Rs. five crores. We have nine Members of Parliament four in Lok Sabha and five in Rajya Sabha. Some norms were decided a few years back, how to spend the money. Once again it has became necessary to decide the norms on MP Lad funds, to be allotted by our comrades.

  1. There is criticism generally, that some times the MP Lad funds are unutilized, misused and even corruption. Our comrades should take all care not to face such criticism. Though funds are earmarked, it will not be used as the local officers, cannot get the land as dispute arises in the village. The carelessness of department concerned will be responsible for non-implementation. Hence regular check up on the execution of all works should be taken up.
  2. Specific instructions from Government are given to earmark 10% or more for works in S.C. localities. This should be implemented strictly.
  3. Generally there are complaints of misuse of funds, in works like road formations, compound walls, drainage works etc. These should be avoided, as these works will not be remembered by the people except in remote villages. The Member of Parliament is to be accountable to party while distributing the funds.

a) The Lok Sabha members are bound to accept the advice of the concerned district committee on 80% of the funds. The district committee secretariat or a three-member committee should give the proposals in writing to the Member of Parliament. No funds should be allotted by M.P directly overtaking the concerned committee. It can be distributed assembly segments wise. The committee should respect the friendly parties needs also while finalizing the works. MPs proposals should be given the first priority
b) Rajya Sabha Members should be accountable to the state committee. A small committee including the state secretary can make the allotments, keeping the interest of different districts.
c) As the Member of Parliament will be approached directly by some individuals, friends, other parties etc. He should have the discretion to allot 20% of the total funds. However these allotments also should be informed to the committee.
d) District Parties should take all care that funds are not misused, at any cost and inform to MP from time to time on the progress of execution.
e) Efforts can be made to create permanent assets like Hospitals, Primary health centres, Schools, Community halls, Anganwadi, Panchayat offices, which will stand permanently. Concerned committees can take decisions.
f) There should be press statement from time to time on allotment of MP Lad funds by the concerned M.P. A register should be available with the concerned Party Committee on the allotment of funds. If possible it should be put on online. Our allotment of MP Lad funds and execution should be as transparent as possible.
