NATIONAL FEDERATION OF INDIAN WOMEN (NFIW) on price hike

The National Federation of Indian Women (NFIW) strongly condemns the decision of the Central government to decontrol the prices of Petrol and increase the price of diesel, kerosene and LPG.

This will have a cascading impact on all sectors and will lead to a higher inflation especially in the prices of essential commodities.

The Central Government’s decision will cause more hunger, poverty, malnourishment and suicides.

Today’s decision reveals the true character of the UPA-2. UPA-2 believes only on market forces and work for the profit of the corporates and multi-national companies.

The decision to leave price fixing responsibility to the oil companies will lead to uncertainty and anarchy.

NFIW demands that the Central government withdraw the decision immediately.

CPI faults Chidambaram for using Army in anti-Maoist ops

Vijayawada, Jun 23 : The Communist Party of India (CPI) today strongly criticised Union Home Minister P Chidambaram's decision to press the Army into service for combating the anti-Maoist operations in different states in the country.

Speaking at the party's state-level meeting here, CPI National Deputy General Secretary Survaram Sudhakar Reddy said the military will be useful to guard the borders to stop the infiltration from the neighbouring countries and not for conducting military operation against the ultras to check their violence.''India should not become like Thailand where the use of military was going on'', he observed and said the UPA government's step in this direction was not correct.There were reports that the Indian Army has agreed to depute some officers of the rank of brigadier and colonel to the Union Home Ministry to act as military advisers for anti-Naxalite operations.The reports also said the Army is waiting for the Home Minister to specify the exact number of officers needed as advisers the operation against the Maoists.Mr Reddy criticised the Centre for giving 'safe passage' to Union Carbide CEO Warren Anderson after the gas leak treagedy in 1984.He said, ''Even though the Centre had announced yesterday that the compensation for the gas victims would be doubled...why not the US pay compensation to the 15,000 dead and thousands others affected by the poisonous gas as Mr Anderson hailed from the US.''

भारतीय कम्युनिस्ट पार्टी द्वारा विद्यार्थी मित्रों की मांगों का समर्थन

बीकानेर । सेवा सुरक्षित रखने की मांग को लेकर पिछले एक माह से आंदोलन कर रहे विद्यार्थी मित्र और भर्ती प्रक्रिया शुरू करने की मांग कर रहे प्रशिक्षित बेरोजगार बुधवार को आमने-सामने हो गए। विद्यार्थी मित्रों की मांग का विरोध करने के कारण माहौल तनावपूर्ण हो गया। प्रशिक्षित बेरोजगारों ने न केवल विद्यार्थी मित्रों की मांगों का विरोध किया बल्कि उनका समर्थन कर रहे विधायकों के खिलाफ भी प्रदर्शन किया। करीब एक घंटे तक चले इस प्रकरण में 400 से अधिक पुलिस, आरएसी और एसटीएफ के जवान आंदोलनकारियों के बीच दीवार बने खडे रहे। प्रशिक्षित बेरोजगारों के मौके से हटने के बाद माहौल कुछ शांत हुआ। उधर, वामपंथी नेताओं के नेतृत्व में विद्यार्थी मित्रों का महापडाव कलक्ट्री परिसर में बुधवार को भी जारी रहा। विधायक अमराराम व पवन दुग्गल ने विद्यार्थी मित्रों की सेवा सुरक्षित रखे जाने की मांग का समर्थन किया और गहलोत सरकार की संवेदनहीनता पर रोष व्यक्त किया। महापडाव पर बैठे सैकडों विद्यार्थी मित्रों ने कृषि उपज मण्डी के आगे राजमार्ग जाम करने का निर्णय किया। कलक्ट्री से रवाना हुई आंदोलनकारियों की रैली विभिन्न मार्गोü पर घूमती हुई संभागीय आयुक्त कार्यालय पर पहुंची। यहां हुई सभा में वक्ताओं ने खुलकर राज्य सरकार की आलोचना की। शाम के समय रतनगढ विधायक राजकुमार रैणवा ने भी महापडाव पर पहुंचकर विद्यार्थी मित्रों की मांगों का समर्थन किया। वे एक घंटे तक महापडाव स्थल पर रहे और मांग के सम्बन्ध में शिक्षामंत्री से बातचीत करने का आश्वासन दिया। वे रात को ही जयपुर के लिए रवाना हो गए। भारतीय कम्युनिस्ट पार्टी के जिला सचिव दानाराम पडिहार ने भी विद्यार्थी मित्रों की मांगों का समर्थन किया है। विद्यार्थी मित्रों के कलक्ट्री परिसर में जमावडे को देखते हुए जिला प्रशासन ने कुल 425 सुरक्षाकर्मियों को दिनभर तैनात रखा। इनमें आरएसी की दो कंपनियों और स्पेशल टास्क फोर्स की एक कंपनी के अलावा दो सौ पुलिसकर्मी भी शामिल थे। विद्यार्थी मित्रों की हर हलचल के साथ सुरक्षाकर्मी भी अपनी स्थिति बदल रहे थे। कलक्ट्री परिसर, रैली के रास्ते और संभागीय आयुक्त कार्यालय के सामने पुलिस को खासी मशक्कत करनी पडी। शाम ढलने तक विद्यार्थी मित्रों की हलचल और पुलिस की सक्रियता का यही आलम बना रहा।

Kerala ‘no’ to Pepsi plan for contract farming

Cola giant PepsiCo will not be allowed to take its successful contract farming experience to Kerala, a minister said yesterday.
“The government policy is against any contract farming which uses hybrid seeds or genetically monitored products. So at no cost will we give sanction to Pepsi for contract farming,” state’s Agriculture Minister Mullakkara Ratnakaran said.
PepsiCo’s contract farming initiative had proved to be a huge success in India, especially in the other communist-ruled state West Bengal, with productivity increasing multifold which benefited both the farmers and consumers.
Last year, West Bengal witnessed a bumper potato production of 9.5mn tonnes in five districts registering a year-on-year growth of 73%. Wholesale prices in Kolkata nosedived to Rs300 a quintal and retail prices dropped to Rs6-8 a kg, less than half that in Kerala.
The food and beverages company also provides technical and logistical support besides helping farmers to get soft loan to buy the seeds and equipment and assured fixed rates.
Last month, Kerala’s industries secretary T Balakrishnan had said that Pepsi helped Indian farmers increase tomato productivity from 4.2 tonnes an acre to a 58 tonnes within ten years and this would be replicated with paddy in Kerala.
Kerala’s food production suffered due to fragmentation of farmlands after land reforms and opposition from politicians to mechanised farming, forcing the state to depend on its neighbours for its food needs.
“The company has introduced a new technology that helps paddy farmers to increase productivity and reduce water usage by one-third. This is going to be introduced in Palakkad this year,” Balakrishnan had said in the presence of Industries Minister Elamaram Kareem who nodded in agreement.
Balakrishnan had landed himself in trouble earlier when he said that Kerala was the only state in the country where the bottling plant of Coke was closed down.
Ratnakaran, who represents the Communist party of India (CPI), the second largest partner of the Left Democratic Front led by the Communist Party of India (Marxist), made it clear that contract farming was against the government’s policy.
“He (Balakrishnan) is in charge of industries and he is free to air opinions in that sector but as far as agriculture is concerned we will go only by approved policies of the government,” Ratnakaran told reporters in Kozhikode.

Convene an all Party Meeting on the course of action

The Central Secretariat of the Communist Party of India (CPI) has issued the following statement to the press:

The Communist Party of India deplores the recommendations made by the Group of Ministers headed by Mr. P. Chidambaram on the Compensation and Rehabilitation of the Bhopal gas tragedy victims and also on the liabilities of the Union Carbide Corporation and the Dow Chemicals Ltd.

The GOM was constituted by the Prime Minister immediately after the verdict delivered by the Bhopal court. It was a travesty of justice and mockery of investigation and trial with regard to a diabolic industrial disaster.

The GOM has consciously glossed over vital issues by creating a smokescreen of compensation. It has gone back on the decision of another GOM constituted by the UPA 1 govt which agreed to set up an Empowered Commission in 2008 to oversee rehabilitation.

The present GOM has recommended compensation based on flawed system of damage assessment. Government has not accepted the review of death claims or registration of expose related death claims after 1977. Independent sources put the figure of deaths over 20,000 and the figure of affected people over half a million.

The GOM has not raised the issue how the CBI acted in such an incompetent manner and how the charges were diluted. The GOM, while making the govt to pay compensation, has remained meek in fixing the liability of the Union Carbide and DOW chemicals.

The GOM has deliberately skipped the issue of who allowed the “safe passage” of Mr. Anderson of the Union Carbide.

Finally the GOM has recommended spending money from public exchequer to address the issue of the toxic contamination. Why did government wait for so long till the Bhopal judgement? Are these recommendations meant to send signals to the US investors and the US with whom the UPA 2 is trying to build strategic relationship?

The Communist Party of India is of the view that the way the government is addressing Bhopal disaster and the liability of the perpetrators will have serious implications for the country’s future at a time when the UPA II is in a hurry to get the Civil Nuclear Liability Bill passed by the Parliament.

The Party urges upon the Prime Minister to convene an all party meeting and also invite the representatives of all seven organizations for survivors’ rights to discuss all related issues of the Bhopal disaster and to decide the future course of action.

मेक्सिको की खाड़ी और भोपाल, दो मानदण्ड - अनुचित या उचित

भारत में पच्चीस वर्षों पूर्व अमरीकी स्वामित्व वाली यूनियन कार्बाइड फैक्ट्री में मिक गैस के रिसाव से हजारों लोग मारे गये और अपाहिज हो गये।भारत सरकार के मंत्रियों का एक समूह अब तक उसकी पत्रावलियों की धूल ही झाड़ रहा है क्योंकि उक्त दुर्घटना के लिए भोपाल की एक अदालत द्वारा 25 से अधिक सालों के बाद अमरीकी स्वामित्व वाली उक्त फैक्ट्री के सात भारतीय नौकरों को केवल दो साल की सजा सुनाने पर जनता में देशव्यापी आक्रोश उफान पर है। मंत्रियों का उक्त समूह काफी पहले से अस्तित्व में था परन्तु उसने कभी भी कोई प्रभावी कार्रवाई करने का विचार तक किया हो, ऐसा प्रतीत नहीं होता है। समाचार पत्रों में तो यहां तक छप रहा है कि यूनियन कार्बाइड के मुखिया एंडरसन को भारत सरकार ने शुरूआत में ही अभयदान दे दिया था और उसे सकुशल अमरीका वापस पहुंचाने के लिए अपने अमरीकी आकाओं को वचन दे डाला था। उक्त दुर्घटना के दोषियों पर चल रहे मुकदमें के इस हस्र ने मंत्रियों के इस समूह को सम्प्रति सक्रिय कर दिया है। अब वे केन्द्र सरकार के श्रोतों से एक कोष गठित कर रहे हैं। सोचने की बात है कि विश्व की सबसे भयावह औद्योगिक दुर्घटना में मारे गये हजारों लोगों के परिजनों के लिए और अपाहिज हुए लोगों के लिए दुर्घटना के 25 से अधिक सालों के बाद इस कोष की कितनी सार्थकता होगी? क्या इसे पहले मुहैया नहीं कराया जा सकता था। वैसे भी यह कोष किसी को राहत देने के लिए नहीं बल्कि आक्रोश को दबाने के लिए बनाया जा रहा है।दृश्य दो: मेक्सिको की खाड़ी में तेल बिखर जाने के चन्द दिनों के अन्दर ही अमरीकी सरकार ने झींगा काश्तकारों को मुआवजा देने के लिए ब्रिटिश पेट्रोलियम नामक ब्रिटिश कम्पनी को 20 बिलियन अमरीकी डालरों यानी एक अरब अमरीकी डालर या 47 अरब भारतीय रूपयों का कोष गठित करने के लिए विवश कर दिया।ब्रिट्रेन के ”फाईनेन्सियल टाईम्स“ नामक अखबार ने अमरीकी सरकार की इस दोहरी नीति पर सवाल खड़े किये हैं। इस अखबार के सवाल करने का कारण ब्रिटिश सरमायेदारों पर अमरीका द्वारा बनाया गया दवाब हो सकता है। लेकिन हमारे लिए भी अखबार की इस टिप्पणी के मायने हैं। अखबार लिखता है कि विश्व की सबसे भयानक औद्योगिक दुर्घटना के परिणामों से यूनियन कार्बाइड के मुखिया एंडरसन को बचाने वाला अमरीकी प्रशासन ब्रिटिश पेट्रोलियम के मुखिया टोनी हेवार्ड को मेक्सिको की खाड़ी में तेल के रिसाव के लिए दण्ड देने वाले कटघरे में जकड़ रहा है। दोहरे मानदण्ड़ों का आरोप इसलिए और भी गहरा हो जाता है कि ओबामा प्रशासन मेक्सिको की खाड़ी की सफाई करने के लिए ब्रिटिश पेट्रोलियम के अधिकारियों की गर्दन यह कहते हुए जकड़ रहा है कि प्रदूषणकारी ही कीमत अदा करता है जबकि भोपाल की यूनियन कार्बाइड फैक्ट्री में तमाम खतरनाक विषैले रसायन अभी भी जमींदोज हैं और अमरीकी हुक्मरान यूनियन कार्बाइड और डाउ केमिकल्स को बचाने के हर सम्भव प्रयास कर रहे हैं। उल्लेखनीय होगा कि पिछले साल अमरीकी कांग्रेस (वहां की संसद) के 24 सदस्यों ने अमरीकी राष्ट्रपति को पत्र लिखकर भोपाल की यूनियन कार्बाइड की सफाई डाउ केमिकल्स से कराने की मांग ही इसी सिद्धांत पर की थी कि प्रदूषणकारी कीमत चुकाता है परन्तु अमरीकी राष्ट्रपति ने इस पर इसलिए कोई ध्यान नहीं दिया क्योंकि हर अमरीकी राष्ट्रपति अमरीकी सरमायेदारों के हितों की रक्षा करने का उत्तरदायित्व प्राथमिक तौर पर संभालता है।अमरीकी सरकार और प्रशासन अपने सरमायेदारों के हित सुरक्षित करते हैं, वे हमारे कितने अच्छे और सच्चे मित्र हो सकते हैं, यह हमारे सोचने और समझने की बात है। अमरीका परस्त कांग्रेसी और भाजपाई कभी भी इस सत्य को स्वीकार नहीं करेंगे। उनके लिए अमरीका का हित सर्वोपरि है, अमरीका की चाकरी सर्वोपरि है।

Communist Party of India (CPI) meet to discuss an action plan to launch agitations against the policies of the Central and State governments

VIJAYAWADA: The State committee of the Communist Party of India (CPI) will meet here from June 23 to 25 to discuss an action plan to launch agitations against the policies of the Central and State governments, according to the party city secretary K. Subba Raju.
The meeting will focus on the failure of the governments to control the rising prices of essential commodities, corruption in the implementation of welfare schemes and ineffectiveness of the government machinery in solving people' grievances, Mr. Subba Raju said addressing a preparatory meeting at the party office on Monday.
He said Congress leaders were busy with their own group politics and had no time in solving the public grievances.
There was large scale corruption in execution of irrigation projects while the public distribution system was being diluted. The CPI will launch agitations on behalf of the common people and the State committee will draw a framework for this, Mr. Subba Raju asserted.

Communist movement in India at a crossroads, says Gurudas Dasgupta

KOLKATA: The Communist movement in India “is at a crossroads” and needs “a restructuring and greater democratisation” to bring it closer to the people, senior leader of the Communist Party of India Gurudas Dasgupta said here on the eve of the party's national council meeting to be held in Hyderabad.

Speaking to The Hindu on Friday, Mr. Dasgupta said the setback suffered by the Left in the recent civic elections “is not only a question of a poll debacle in West Bengal, but begs the larger question: why has the Left not been able to make a headway at the national level?”
He spoke of the “need for the restructuring of the Communist movement and re-committing itself to humanism and the people.”
Mr. Dasgupta regretted that despite several years at the helm in West Bengal, apart from a few initiatives such as land reforms and the strengthening of the Panchayati Raj system, the Left had not been able to “reflect an alternative line.”
“The setting up of a few industrial units cannot meet the aspirations of the younger generations,” he said, adding that hardly any attempts were made to take care of sick units.
‘Working class alienated'
Pointing out that the Left had suffered reverses in industrial belts, particularly on either side of the Ganga, Mr. Dasgupta said: “The violation of labour laws and gross exploitation of labour in traditional industries, including jute and tea, have alienated the working class.”
“The role of the trade unions has been undermined and even the right of workers to go on strike was questioned,” said Mr. Dasgupta, who is also general secretary of the All-India Trade Union Congress (AITUC).
He said it was possible for the Left to bounce back to the centre of Indian polity by “rallying democratic forces, re-evaluating its policies, and building up a militant mass struggle at a time when Parliament is being sidelined in the political system.”
On whether the suggested “restructuring of the Left movement” could be achieved before the crucial 2011 Assembly elections in West Bengal and Kerala, Mr. Dasgupta said: “The potential of the Left doesn't depend on the result of one election.”
‘Public debate needed'
He emphasised the need for a public debate to find the root causes of the Left poll reverses.
“Discussion within the confines of the party organisation, as is normally done, is not enough to bring out the truth…they ought to be held at a broader level for the sake of an objective assessment of the situation,” Mr. Dasgupta said.

CPI will fight for land, food, employment: Bardhan

Hyderabad Tuesday, Jun 15 2010 IST Communist Party of India (CPI) General Secretary A B Bardhan today said his party would fight for land to landless, food, employment and protection of democratic values in the country whoever be in the power at the Centre in future.
Addressing a press conference here after conclusion of the three-day National Council and National Executive meetings yesterday, Mr Bardhan said the party had discussed various issues confronting the people and the country during its three-day meeting.
He said the main fight for the party in future was for lands to landless, land reforms, the replacement of the age-old Land Acquisition Act of 1894.
Alleging rampant corruption in the UPA Government at the Centre, Mr Bardhan said Prime Minister Manmohan Singh had no control on his Cabinet ministers, who indulged in corrupt practices. He cited example of telecom scam and corruption in Medical Council of India (MCI).
He alleged that the neo-liberal policies of the Government had sabotaged the process of land reforms by most state governments in the country. He alleged the government was acquiring valuable and fertile agricultural lands in the name of industrialisation, creating SEZs and alienating them to the multinational companies.
He alleged that the Centre and State Governments had no control on mining mafia gangs in the country.

CPI demands law on industrial accidents

HYDERABAD: The Communist Party of India on Tuesday urged the Union government to bring in legislation to cover industrial accidents such as the Bhopal gas leak to enable fixing of liability on the part of operators and enforcing the “perpetrator pays principle.” Party general secretary A.B. Bardhan said the government circulated a draft of the nuclear liability bill, but it did not clearly define liability and its extent, and did not spell out who should be made liable in case of a disaster. “There has to be a bill covering all industrial accidents,” he told reporters here.
Mr. Bardhan said a Group of Ministers constituted by the UPA-1 recommended that a commission be set up to deal with such accidents, but this did not happen. Prime Minister Manmohan Singh had now constituted a Group of Ministers, giving it 10 days to submit a report.
“The Bill should cover liability, compensation and rehabilitation, and the GoM should fix the responsibility of cleaning up toxic wastes in water and land on the Dow Chemicals,” he said. The Prime Minister had given 10 days to the GoM, but “we will give the government time till the next session of Parliament.” Mr. Bardhan alleged that Congress leaders were trying to cover up those responsible for the Bhopal disaster. The then Chief Minister, Arjun Singh, could have scripted the then Union Carbide chief, Warren Anderson's exit from Bhopal on the pretext of law and order. The chief of a multinational corporation could not have gone out of the country without the consent of the then Prime Minister, Rajiv Gandhi.

गैस पीडितों के साथ अन्याय के लिए कांग्रेस जिम्मेदार : वर्धन

हैदराबाद। भारतीय कम्युनिस्ट पार्टी (सीपीआई) के महासचिव ए.बी. वर्धन ने शुक्रवार को भोपाल गैस त्रासदी पीडितों के साथ अन्याय के लिए कांग्रेस को जिम्मेदार ठहराया है।उन्होंने संवाददाताओं से बातचीत में कहा कि यूनियन कार्बाइड कंपनी के तत्कालीन अध्यक्ष वारेन एंडरसन सहित इस औद्योगिक त्रासदी के लिए जिम्मेदार सभी लोगों को फांसी दी जानी चाहिए। सीपीआई नेता चाहते हैं कि एंडरसन को भारत लाया जाए और उस पर कानूनी कार्रवाई की जाए। उन्होंने कहा, ""दुर्भाग्य से सरकार के लिए त्रासदी में हुई 20,000 लोगों की मौत से अधिक महत्वपूर्ण है अमेरिका से रिश्ता।"" उन्होंने कहा कि कांग्रेस को एंडरसन सहित अन्य दोषियों को उचित सजा नहीं दिला पाने की जिम्मेदारी लेनी चाहिए। दोषियों को हल्की सजा मिलने को पीडितों के साथ भारी अन्याय बताते हुए सीपीआई नेता ने मांग की कि ऎसी औद्योगिक त्रासदी से बचाव के लिए अध्यादेश जारी कर नया कानून बनाया जाए और ऎसे मामलों में बहुराष्ट्रीय कंपनियों के प्रमुखों को जिम्मेदार भी बनाया जाए। वर्धन ने स्वीकार किया कि पश्चिम बंगाल सरकार की कुछ नीतियों को लोगों ने अपने पक्ष में नहीं पाया, नतीजतन राज्य में हुए हालिया नगरपालिका चुनावों में वाममोर्चा को हार का सामना करना प़डा। खाद्य सुरक्षा विधेयक मामले पर उन्होंने कहा कि विधेयक का मौजूदा स्वरूप उपयोग के लायक नहीं है। उन्होंने सुझाव दिया कि विश्व जनवितरण प्रणाली का ध्यान किए बिना गरीबी रेखा से नीचे के लोगों को पौष्टिक खाद्य पदार्थ हर कीमत पर मुहैया कराया जाना चाहिए।

अर्जुन सिंह को घेरने की पूरी तैयारी

नई दिल्ली, 15 जून- अर्जुन सिंह को घेरने की अब पूरी तैयारियां हो चुकी हैं। वारेन एंडरसन को भोपाल से बाइज्जत भगाने और जमानत दिलवाने के अलावा राज्य सरकार के जहाज में दिल्ली पहुंचाने को ले कर अर्जुन सिंह, तत्कालीन कलेक्टर मोती सिंह और तत्कालीन एसपी स्वराज पुरी के खिलाफ मामले दर्ज कर लिए गए हैं। इस इकतरफा कानूनी कार्रवाई में तत्कालीन गृह मंत्री पी वी नरसिंह राव और भारत के राष्ट्रपति ज्ञानी जैल सिंह से अभियुक्त एंडरसन की मुलाकात का कहीं कोई हवाला नहीं दिया गया। राजीव गांधी सरकार में सबसे ताकतवर मंत्री रहे और राजीव गांधी के निजी दोस्त तथा रिश्तेदार अरुण नेहरू ने तो अब खुल कर मांग कर डाली है कि पी वी नरसिंह राव और एंडरसन के बीच क्या बातचीत हुई थी उसे तुरंत सार्वजनिक किया जाना चाहिए। अरुण नेहरू ने कहा है कि एंडरसन के भागने की घटना के दो हिस्से थे। अर्जुन सिंह कहते हैं कि कानून और व्यवस्था बनाए रखने के लिए उसे दिल्ली भेजा गया था मगर दिल्ली आ कर वह राष्ट्रपति और गृह मंत्री से मिला तो किसी को तो सफाई देनी पड़ेगी। प्रणब मुखर्जी को भी बताना चाहिए कि एंडरसन जब दिल्ली आया था तो क्या हुआ था? नेहरू का सवाल है कि एंडरसन इतना महत्वपूर्ण क्यों था कि उससे तत्काल गृह मंत्री और भारत के राष्ट्रपति मिलने के लिए तैयार हो गए? जब नेहरू को यह याद दिलाया गया कि उस समय विदेश मंत्रालय भी राजीव गांधी ही देख रहे थे तो नेहरू राजीव गांधी के बचाव में दिखार्इ्र पड़े और उन्होंने कहा कि जब अर्जुन सिंह ने एंडरसन को छोड़ ही दिया था तो इसके बाद राजीव गांधी के पास कौन सा विकल्प बचा था? यह बात हजम होने वाली नहीं है। नेहरू ने कहा कि मैं मंत्रिमंडल की राजनैतिक मामलाें की कमेटी का भी सदस्य था और मैं जानता हूं कि कमेटी कैसे काम करती है? नेहरू का सवाल है कि अगर एंडरसन दिल्ली आ भी गया था तो गृह मंत्री से मिलने की उसे क्या जरूरत थी? और इस मुलाकात का इंतजाम किसने किया था? भोपाल के मुख्य न्यायिक दंडाधिकारी आरजी सिंह की अदालत में यूनियन कार्बाइड के तत्कालीन अध्यक्ष वारेन एंडरसन को गैस कांड के बाद भोपाल से बाहर भेजे जाने के संबंध में तत्कालीन मुख्यमंत्री अर्जुन सिंह, कलेक्टर मोती सिंह तथा पुलिस अधीक्षक स्वराज पुरी के खिलाफ अलग अलग दो मामले प्रस्तुत किए गए। अधिवक्ता फुरखान खान ने अदालत में एक निजी इस्तगासा पेश करते हुए एंडरसन को गलत तरीके से भोपाल से बाहर भेजे जाने के लिए अर्जुन सिंह को जिम्मेदार ठहराते हुए उनके खिलाफ आपराधिक प्रकरण कायम किए जाने की मांग की। इस मामले की सुनवाई के लिए आगामी 29 जून की तिथी निर्धारित की गई है। इसी प्रकार गैस पीडित महिला उद्योग संगठन के संयोजक अब्दुल जब्बार ने इसी अदालत में पेश अपने आवेदन में एंडरसन को बाहर भेजने को तत्कालीन कलेक्टर मोती सिंह और तत्कालीन पुलिस अधीक्षक स्वराज पुरी की मिलीभगत बताते हुए उनके खिलाफ आपराधिक प्रकरण दर्ज कराए जाने की मांग की। इस मामले की सुनवाई के लिए 24 जून की तिथि निर्धारित की गई है। उक्त दोनों तिथियों को यह निर्धारण होगा कि मामला सुनवाई के लिए लिया जा सकेगा अथवा नहीं। दूसरी तरफ भारतीय कम्युनिस्ट पार्टी के सचिव शैलेन्द्र कुमार शैली ने भी थाना प्रभारी हनुमानगंज को पेश एक शिकायत में एंडरसन की असंवैधानिक रिहाई के लिए अर्जुन सिंह, मोती सिंह और स्वराज पुरी को जिम्मेदार ठहराते हुए प्रकरण दर्ज कर आवश्यक कार्रवाई किए जाने की मांग की। मध्य प्रदेश के पूर्व मुख्यमंत्री सुंदरलाल पटवा ने भोपाल गैस कांड के दोषी वारेन एंडरसन को भोपाल से बाहर भेजे जाने को लेकर तत्कालीन मुख्यमंत्री अर्जुन सिंह की चुप्पी पर सवाल उठाते हुए आज यहां कहा कि सिंह को जनता को बताना चाहिए कि एंडरसन को छोड़ने के लिए दिल्ली से किसका फोन आया था। पटवा ने आज यहां संवाददाताओं से चर्चा करते हुए बताया कि उन्हें जानकारी मिली है कि एंडरसन को छोड़ने के लिए सिंह को दिल्ली से फोन आया था इसलिए सिंह को इस बात का खुलासा करना चाहिए कि यह फोन क्या तत्कालीन प्रधानमंत्री राजीव गांधी ने किया था अथवा केन्द्रीय मंत्री अरुण सिंह या किसी अन्य ने किया था। पटवा ने कहा कि गैस कांड के दौरान यह आशंका भी व्यक्त की गई थी कि यह मात्र एक दुर्घटना नहीं, बल्कि परीक्षण के लिए एक सोझी समझी साजिश के तहत किया गया गैस रिसाव था। उन्होंने कहा कि प्रधानमंत्री ने इस मामले में गठित मंत्रियों के समूह से दस दिन में रिपोर्ट मांगी है तथा मंत्रियों को इस बात की भी जांच करनी चाहिए कि क्या यह एक सोची समझी साजिश थी। एक प्रश्न के उत्तार में पटवा ने कहा कि एंडरसन को छोडने के मामले में अर्जुन सिंह पूर्ण रूप से दोषी हैं और उनको फोन करने वाला उनसे भी बड़ा दोषी है। दो तीन दिसम्बर 1984 को यूनियन कार्बाइड के सयंत्र से गैस रिसाव के दो साल पहले भी तत्कालीन अर्जुन सिंह सरकार ने यूनियन कार्बाइड का बचाव किया था। अर्जुन सिंह सरकार में श्रम मत्री रहे तारासिंह वियोगी ने वर्ष 1982 में राज्य विधान सभा में उठाए गए एक मामले में स्पष्ट कहा था कि यूनियन कार्बाइड सयंत्र में सुरक्षा के पर्याप्त इंतजाम किए गए हैं। वियोगी ने 21 दिसंबर 1982 को विधानसभा में तत्कालीन भाजपा विधायक निर्भय सिंह पटेल द्वारा कार्बाइड कारखाने में दिसंबर 1981 से अक्तूबर 1982 तक हुई दुर्घटनाओं के संबंध में पूछे गए प्रश्न के उत्तार में कहा था कि श्श्यूनियन कार्बाइड कारखाने द्वारा सुरक्षा उपायों की व्यवस्था की गई है और कारखाना अधिनियम के तहत कारखाने को समुचित उपाय करने की हिदायत दी गई है।वियोगी ने विधानसभा को बताया था कि कार्बाइड सयंत्र में वर्ष 1981 में एक दुर्घटना हुई थी लेकिन जनवरी 82 से अक्तूबर 82 के बीच कोई दुर्घटना नहीं हुई। उन्होंने बताया कि एक कर्मचारी सईद खान नहीं बल्कि साबू खान के हाथ में दुर्घटनावश चोट आई, लेकिन दुर्घटना में उसने हाथ नहीं खोया था। वियोगी ने इस बात से इंकार किया था कि सयंत्र में हुई एक बड़ी दुर्घटना में साबू खान ने अपना हाथ खो दिया था। निर्भय सिंह पटेल ने कार्बाइड सयंत्र में वर्ष 1981 से अक्तूबर 1982 तक हुई दुर्घटनाओं के अलावा यह जानना चाहा था कि क्या 14 अक्टूबर 1982 को हुई बड़ी दुर्घटना में सईद खान को अपना हाथ गंवाना पड़ा था। मध्य प्रदेश के पूर्व मुख्यमंत्री अर्जुन सिंह के पुत्र और कांग्रेस विधायक अजय सिंह ने कहा है कि वे अपने पिता अर्जुन सिंह की भोपाल गैस त्रासदी को लेकर चुप्पी पर कुछ नहीं कह सकते, क्योंकि वह उनके अधिकृत प्रवक्ता नहीं है। अजय सिंह ने कहा कि यह मेरे पिता को तय करना है कि उनको कहां और क्या कहना है और मेरा इससे कुछ लेना देना नहीं है। उन्होंने कहा कि एक पुत्र के नाते यह उनका दायित्व बनता है कि वह इस कठिन समय में अपने पिता के साथ खड़े रहें और वह पूरी जिम्मेदारी से यह काम कर रहे हैं। उन्होंने कहा कि वे अर्जुन सिंह के पुत्र है और इस नाते वे उनका बहुत सम्मान करते हैं। अजय ने कहा कि इस बारे में मेरे पिता को फैसला करना है कि वे कब और कहां कुछ कहेंगे और इस बात से उन का कोई लेना देना नहीं है। उन्होंने कहा कि हालांकि वे भोपाल में पैदा नहीं हुए थे उनके दिल में त्रासदी से मरने वाले के लिए उतना ही दुख है जितना किसी आम भोपालवासी को होगा। कांग्रसी नेता ने कहा कि भोपाल से उन्हें बहुत कुछ मिला है और यहां बिताए गए स्कूल के दिनों की मीठी यादें आज भी उनके दिल में ताला हैं। उन्होंने कहा कि 1983 में यूनियन कार्बाइड ने उनके द्वारा चलाई जा रही चुरहट चिल्ड्रन वेल्फेयर सोसाइटी को डेढ़ लाख रुपए दान में दिए थे पर ऐसा तीन या चार अन्य कंपनियों ने भी किया था। अजय ने बताया कि हादसे के वक्त वे विधायक नहीं थे और उस वक्त उन की हैसियत एक मामूली कांग्रेसी कार्यकर्ता की ही थी।

राजगुरुओं को, मुनाफाखोर को आशीष देते,
सौ तरह के कमकरों को दुष्ट कह कर,
शाप देते प्राण लेते देखता हूँ!!

कौंसिलों में कठपुतलियों को भटकते,
राजनीतिक चाल चलते,
रेत के कानून के रस्से बनाते देखता हूँ!
वायुयानों की उड़ानों की तरह तकरीर करते,
झूठ का लम्बा बड़ा इतिहास गढ़ते,
गोखुरों से सिंधु भरते,
देश-द्रोही रावणों को राम भजते देखता हूँ!!

नाश के वैतालिकों को
संविधानी शासनालय को सभा में
दंड की डौड़ी बजाते देखता हूँ!
कंस की प्रतिमूर्तियों को,
मुन्ड मालाएँ बनाते देखता हूँ!
काल भैरव के सहोदर भाइयों को,
रक्त की धारा बहाते देखता हूँ!!

देश की छाती दरकते देखता हूँ!
व्यास मुनि को धूप में रिक्शा चलाते,
भीम, अर्जुन को गधे का बोझ ढोते देखता हूँ!
सत्य के हरिचंद को अन्याय-घर में,
झूठ की देते गवाही देखता हूँ!
द्रोपदी को और शैव्या को, शची को,
रूप की दूकान खोले,
लाज को दो-दो टके में बेचते मैं देखता हूँ!!

मैं बहुत उत्तप्त होकर
भीम के बल और अर्जुन की प्रतिज्ञा से ललक कर,
क्रांतिकारी शक्ति का तूफान बन कर,

Rajiv had a role in Anderson's escape: Bardhan

Alleging that the then Prime Minister of India Rajiv Gandhi had a role in ensuring "safe passage" of Union Carbide chief Warren Anderson out of the country soon after the 1984 Bhopal gas tragedy, Communist Party of India (CPI) on Saturday said Congress would have to pay a price for it.
"As the head of the central government in 1986, Rajiv Gandhi too had a role in facilitating the escape of Anderson.
Congress will have to pay a price for it," he said addressing the inaugural session of CPI's three-day National Council meet here this evening.
Referring to Left Front's poor performance in recent civic polls in India's eastern state of West Bengal, the CPI general secretary said it was time for a serious introspection by Left parties.

Corrruption, price-rise hallmark of UPA-II: CPI

Terming corruption and sharp rise in the prices of essential commodities as the hallmarks of UPA-II, the Communist Party of India (CPI) has accused Prime Minister Manmohan Singh of being unable to take effective steps to control the situation.
"There is one minister A Raja, whose corruption is known to everybody. But the prime minister does not have the right to remove him. Similar is the case with the IPL in which several Union ministers, be it Sharad Pawar or Praful Patel, are facing charges but the prime minister did not take any action," CPI National Council Secretary Shameem Faizee told reporters.
"The hallmark of the one-year of UPA-II is not only corruption but the miseries heaped on the people in the form of ever-increasing prices," he said.
Briefing reporters on the deliberations of the party's ongoing National Council meeting in Hyderabad, he said, it adopted three resolutions on food security and price rise, entry of foreign universities and on the problems of Sri Lankan Tamils.
"The National Council of CPI condemns the government for its failure in controlling the prices and totally depending upon the market forces in managing food economy and moderating inflation," he said.
Reiterating the party's demand for making PDS a universal scheme, he said financial constraints can never be an argument for denying the basic needs of the masses.
"The proposed Right to Food Act should be redrafted, which should meet the nutritional requirements and availability of food grains," the resolution said.
The National Council hopes that the newly-constituted National Advisory Council headed by Sonia Gandhi would be sensitive to the sufferings of the people, it said.
Condemning the move to allow "so-called" foreign universities into India, a resolution alleged that the said institutions lack any appreciable recognition or credibility in their own countries.
Another resolution on the plight of Sri Lankan Tamils said the Centre must impress the island nation's government to dismantle the refugee camps and allow the Tamil civilians to return to their places of choice.
Alleging that the Sri Lankan government is not providing access to the media, the CPI demanded that the restrictions on media be lifted.
Replying to a query, Faizee said the CPI is concerned over the poor performance of the Left in the recent civic polls in West Bengal and that it was suggesting certain remedial measures to salvage the situation.
Meanwhile, the CPI-affiliated All India Kisan Sabha (AIKS) demanded that the Minimum Support Price (MSP) for various agricultural products be determined on the basis of the recommendations made by M S Swaminathan committee.

जैसे कि आशा थी कोलकाता नगर निगम और राज्य के अन्य नगर निकायों के चुनावों के परिणामों को संचार माध्यमों के वामपंथ विरोधी तबके ने शासक वाम मोर्चा के लिए कयामत आने की घोषणा के लिए इस्तेमाल किया। निःसन्देह, इन चुनावों में वामपंथ को भारी हार का सामना करना पड़ा। पर चुनाव परिणाम का तथ्य यह भी है कि एक वर्ष पहले लोकसभा चुनाव में मिली बदतरीन हार में उसके वोटों में जो गिरावट देखने में आयी वह सिलसिला काफी हद तक रूक गया है। वोटों और वाम मोर्चा द्वारा जीते गये वार्डों, दोनों की प्रतिशत के लिहाज से शासक गठबंधन कम से कम चार प्रतिशत की वृद्धि दर्ज करने में सफल रहा।जीतने वाली सीटों की संख्या के लिहाज से वामपंथ को जबर्दस्त झटका लगा। पांच वर्ष पहले उसने 54 नगर पालिकाओं में जीत हासिल की थी, इस बार उसे केवल 18 नगर पालिकायें ही मिल पायीं। संभव है अन्य की मदद से वह एक दर्जन नगर पालिकाओं में बेहतर स्थिति में आ जाये। तृणमूल प्रमुख ममता बनर्जी प्रचार कर रही थीं कि वह वामपंथ समेत सबका सूपड़ा साफ कर अधिकांश स्थानीय निकायों को अपने कब्जे में ले लेंगी पर उन्हें केवल एक तिहाई पर ही संतोष करना पड़ा। उन्हें 27 नगर निकायों में ही बहुमत मिल पाया। कांग्रेस ने 2005 में 13 नगर पालिकाओं पर कब्जा किया था, इस बार उसे उससे बहुत कम केवल सात नगर पालिकाओं में ही बहुमत मिला। 30 से भी अधिक नगर पालिकाओं का चुनाव परिणाम त्रिशंकु रहा है, उनमें आधी से अधिक में वाममोर्चा एकल सबसे बड़ी पार्टी है।जहां तक कोलकाता नगर निगम की बात है, वाममोर्चा ने 2005 में इसे तृणमूल कांग्रेस से ही छीना था जिसे अब पांच वर्ष बाद फिर से बहुमत मिल गया है। वामपंथ के लिए यह स्तब्धकारी है कि तृणमूल ने 141 वार्डों में से 95 वार्डों में जीत हासिल की। वामपंथ की सीटें 2005 के चुनाव के मुकाबले 40 कम होकर मात्र 33 पर आ गयी। वाममोर्चा के एक घटक के रूप में भारतीय कम्युनिस्ट पार्टी को 2005 में चार स्थानों पर जीत हासिल हुई थी; इसे बात भी उसे पांच स्थान मिले। दो अन्य क्षेत्रों में वह थोड़े से वोटों से हार गयी; पिछली बार की तुलना में उसके वोट प्रशित में वृद्धि हुई।एक अन्य फैक्टर को नोट करने की जरूरत है। इस चुनाव में जो निर्वाचक मतदाता शामिल थे, वह राज्य के कुल मतदाताओं का केवल 17 प्रतिशत हैं। जिन क्षेत्रों में चुनाव हुआ वह अधिकांशतः शहरी क्षेत्र हैं जहां वामपंथ का बहुत अधिक सुदृढ़ आधार कभी नहीं रहा।इसके बावजूद, यह चुनाव परिणाम समूचे वामपंथ के लिए चिंता की बात है। इसमें कोई सन्देह नहीं कि वामपंथ के पेशेवर निदंक वामपंथ की इस परेशानी को एक कम्युनिस्ट विरोधी अभियान छेड़ने के लिए इस्तेमाल करेंगे। कुछ ने तो इसे सोवियत संघ और पूर्वी यूरोप के देशों की समाजवादी सरकारों के विघटन की समानांतर घटना की संज्ञा दे डाली है। इन्हीं ताकतों ने सोवियत संघ के धराशायी होने के बाद ”इतिहास के अंत“ की उद्घोषणा कर डाली थी। पर पूंजीवाद के हमेशा बढ़ते आर्थिक संकट ने कयामत के इन भविष्यवक्ताओं को व्यवहारतः गलत साबित कर दिया है। मानवता के लिए समाजवाद आज भी एकमात्र विकल्प है।इसी प्रकार एक ऐसा चुनाव जिसमें राज्य के निर्वाचकों में से महज 16 प्रतिशत ही शामिल थे, वह उस वामपंथ के मार्ग का अंत नहीं हो सकते जिसने राज्य की जनता का तीन दशकों से भी अधिक समय तक लगातार विश्वास हासिल किया और एक तरह से एक रिकार्ड ही कायम किया है। पर वह कोई तसल्ली की बात नहीं, वामपंथ को वर्तमान स्थिति पर गंभीरता से आत्मनिरीक्षण करना होगा।इसमें कोई शक नहीं कि शासक पार्टियों को को जिस तरह इन्क्म्बेन्सी फैक्टर (सत्तासीन पार्टी होने के कारक) का सामना करना पड़ता है, वामपंथ को भी करना पड़ा। पर वामपंथ की शिकस्त का वह एक अकेला कारण नहीं हो सकता। प्रारंभिक रिपोर्टों से यह बिलकुल स्पष्ट था कि हमारे आधारों का क्षरण हुआ है। अल्पसंख्यकों जैसे हमारे परम्परागत समर्थन हमारे विरूद्ध हो गये हैं। इसी प्रकार शहरी गरीब लोगों ने भी हमारे विरूद्ध मतदान किया। निस्संदेह अल्पसंख्यक अभी भी यकीन करते हैं कि जहां तक धर्मनिरपेक्षता के लिए प्रतिबद्धता की बात है, कोई भी कम्युनिस्टों के सामने कहीं नहीं टिकता, पर लगता है कि इतना ही काफी नहीं है। अल्पसंख्यक भी, खासकर उनकी नयी पीढ़ी, आर्थिक एवं कल्याण योजनाओं में हिस्सेदारी चाहती है। कम्युनिस्टों को न केवल अल्पसंख्यकों की सच्ची मांगों के लिए आवाज उठानी होगी बल्कि उनकी शिकायतों-समस्याओं के समाधान के लिए यथासंभव ठोस कदम भी उठाने होंगे।इसी प्रकार एक पूंजीवादी संघीय देश में जिन राज्यों में कम्युनिस्ट सत्ता में हैं, वहां मजदूर वर्ग और अन्य मेहनतकश लोगों को वर्ग संघर्ष से कभी नहीं रोका जाना चाहिए। सीमित तौर पर सत्ता को बनाये रखने के मुकाबले वर्ग हितों और वर्ग संघर्ष को हमेशा तरजीह दी जानी चाहिए।वाम मोर्चा के घटकों को इन एवं इन जैसे अन्य मुद्दों के आधार पर आत्मनिरीक्षण करना चाहिये, अलग-अलग पार्टी में भी और सामूहिक रूप में भी।
