अंतरंग (क्रोनी) पूंजीवाद के युग में वैकल्पिक मीडिया की जरूरत

संप्रग शासन काल में पूंजीवाद के साथ जिस विशेषण का लगातार प्रयोग किया गया वह है ”क्रोनी“। अर्थशास्त्र का ज्ञान न रखने वाले लोग इसे छोटा पूंजीवाद, कारपोरेट पूंजीवाद या ऐसा ही कुछ और समझ लते हैं। अंग्रेजी में ‘क्रोनी’ संज्ञा है जिसका अर्थ है ‘अंतरंग मित्र’। अंग्रेजी भाषा की यह खासियत है कि संज्ञा को विशेषण और क्रिया के रूप में प्रयोग किया जा सकता है। अर्थशास्त्री ”क्रोनी कैपिटलिज्म“ को पूंजीवाद का वह भ्रष्टतम रूप बताते हैं जिसमें शासक और पूंजीपतियों में अंतरंग मित्रता हो और दोनों एक दूसरे के लिए कुछ भी करने को तैयार हों। यानी पूंजीवाद के जिस दौर से हम हिन्दुस्तान में गुजर रहे हैं वह पूंजीवाद का वही भ्रष्टतम रूप है जिसमें पूंजीपति और पूंजीवादी राजनीतिक दल अंतरंग मित्र बन चुके हैं। हमने पिछले पांच सालों में देखा कि पूंजीवाद के इसी भ्रष्टतम रूप के कारण संप्रग-2 के सात मंत्रियों को भ्रष्टाचार के आरोप में त्यागपत्र देने को मजबूर होना पड़ा परन्तु उनमें से केवल एक ए.राजा को छोड़ कर किसी को भी जेल की हवा काटने अभी तक नहीं जाना पड़ा है। भाजपा भी इस भ्रष्टाचार से अछूती नहीं रही।

यह कोई छिपा हुआ तथ्य नहीं है कि इलेक्ट्रानिक संमाचार माध्यम और प्रिंट मीडिया (विशेष रूप से अंग्रेजी और हिन्दी) के मालिकान कारपोरेट घराने हैं और निश्चित रूप से पूंजीवाद के वर्तमान रूप में वे अपने राजनीतिक मित्रों और हितचिन्तकों के लिए कुछ भी करने को तैयार हैं। आज पत्रकारिता पत्रकारिता रह ही नहीं गई है। इसे पत्रकारिता का कौन सा रूप कहा जाये, इस पर हम सबको विचार करना चाहिए। मीडिया आज कल कारपोरेट पॉलिटिक्स का औजार बन कर रह गया है।

आइये कुछ घटनाओं के साथ-साथ कारपोरेट मीडिया और राजनीतिज्ञों की अंतरंगता की बात करते हैं। रविवार 29 सितम्बर को दिल्ली में प्रधानमंत्री के इकलौते घोषित भाजपाई प्रत्याशी नरेन्द्र मोदी की मीडिया में बहुप्रचारित रैली आयोजित थी। प्रत्यक्षदर्शियों के अनुसार लगभग 7000 सुरक्षाकर्मियों और 5000 कार्यकर्ताओं को सम्बोधित कर मोदी प्रस्थान कर गये। ठीक उसी वक्त इलेक्ट्रानिक समाचार माध्यम इस रैली का ‘लाइव’ प्रसारण कर रहे थे और रैली में आई भीड़ को पांच लाख बता रहे थे। अगले दिन समाचार पत्रों ने इस रैली के समाचारों को मुखपृष्ठों पर बड़े-बड़े मोटे टाईप में प्रकाशित किया। यह वास्तविकता थी कि न कहीं जाम लगा और न ही मीडिया को पांच लाख की भीड़ आने पर लगने वाले जाम के न लगने पर कोई परेशानी हुई।

यही मीडिया अगले लोक सभा चुनावों को मुद्दों के बजाय दो व्यक्तियों - भाजपा के घोषित प्रधानमंत्री प्रत्याशी नरेन्द्र मोदी और कांग्रेस के अघोषित प्रधानमंत्री प्रत्याशी राहुल गांधी के बीच केन्द्रित कर देना चाहती है। कारण स्पष्ट है कि कांग्रेस जीते या भाजपा नीतियां वहीं रहेंगी जो देशी और विदेशी पूंजी चाहती है, आखिरकार दोनों ही पार्टियां कारपोरेट घरानों की अंतरंग मित्र हैं।

आइये अब हाल में बनी ‘आम आदमी पार्टी’ के बारे में चर्चा करते हैं। यह पार्टी तथाकथित भ्रष्टाचार विरोधी (अन्ना) आन्दोलन की कोख से पैदा हुई है। इस आन्दोलन के शुरू होने के पहले ही चर्चा गरम थी कि एक के बाद एक भ्रष्टाचार के खुलते मामलों पर जनता में व्याप्त आक्रोश को शान्त करने के लिए कारपोरेट घरानों और सत्ताधीशों की अंतरंगता से यह आन्दोलन आयोजित किया जा रहा है। इस आन्दोलन के दौरान दो बातें सामने आयीं जिनका एक बार फिर उल्लेख जरूरी होगा। पहला जिस तादाद में पूरे हिन्दुस्तान में प्रचार सामग्री की बाढ़ आई थी, उसके लिए एक बड़े तंत्र की और करोड़ों के धन की जरूरत थी। भ्रष्टाचार विरोधी आन्दोलन के पास एकाएक पैसा कहां से आया और एकदम से इतना बड़ा तंत्र कहां से खड़ा हो गया, इन दोनों बातों पर प्रश्नचिन्ह आज तक लगा हुआ है? दूसरा कारपोरेट मीडिया ने भ्रष्टाचार के राजनैतिक सवाल पर इसे एक गैर राजनैतिक पहलकदमी बताते हुए जितना प्रचार-प्रसार किया, वह आन्दोलन के फैलाव से कहीं बहुत अधिक था। पूंजी और उसके चन्द समाजवादी पैरोकार राजनीति का गैर राजनीतीकरण करने के लिए बहुत अरसे से काम करते रहे हैं। 1957 में समाजवादियों के मिलान सम्मेलन से विचारधारा विहीन मनुष्य की जिस परिकल्पना का जन्म हुआ था, जिसे आपातकाल के दौर में संजय गांधी ने पाला पोसा, उसे ही आज कारपोरेट मीडिया आगे बढ़ा रहा है। नवउदारवाद के जन्म के साथ उसके बरक्स वैकल्पिक राजनीति के निर्माण की भी शुरूआत हो गयी थी। भ्रष्टाचार विरोधी आन्दोलन और आम आदमी पार्टी ने वैकल्पिक राजनीति को भारी नुकसान पहुंचाया और उसके इस कारनामे में कारपोरेट मीडिया उसका सहोदर बना रहा है। आज इस ‘आम आदमी पार्टी’ को मीडिया जितना कवरेज दे रहा है, उसका दशांश भी मुख्य धारा की वैकल्पिक राजनीतिक पार्टियों को वह कवर नहीं करता है।

लखनऊ में 30 सितम्बर को भारतीय कम्युनिस्ट पार्टी ने ”महंगाई, अत्याचार और भ्रष्टाचार के खिलाफ! सद्भाव, विकास एवं कानून के राज के लिए!!” के नारे के साथ लखनऊ में एक विशाल जुलूस निकाला और ज्योतिर्बाफूले पार्क में एक विशाल जनसभा की। यह घटना उत्तर प्रदेश जैसे राज्य के लिए महत्वपूर्ण इसलिए थी कि यहां काफी अरसे से वामपंथी पार्टियों का जनाधार विशालतम नहीं रहा है। इस रैली में मोदी की दिल्ली रैली के मुकाबले चार-पांच गुना अधिक कार्यकर्ता मौजूद थे फिर भी किसी इलेक्ट्रानिक मीडिया ने इसे कवर नहीं किया। अंग्रेजी और हिन्दी के समाचार-पत्रों ने केवल स्थानीय पन्नों पर इसका जिक्र किया। उर्दू अखबारों पर अभी भी कारपोरेट मीडिया का स्वामित्व नहीं है। उर्दू समाचार पत्रों ने इस घटना को पूरी गम्भीरता से स्थान दिया।

कुछ भी माह पहले सभी केन्द्रीय ट्रेड यूनियनों तथा स्वतंत्र फेडरेशनों ने दिल्ली में एक बड़ी रैली की थी जिसमें लगभग एक लाख के करीब भीड़ थी। इस घटना को भी किसी टी.वी. चैनल ने नहीं दिखाया और समाचार पत्रों में जाम के कारण जनता को होने वाली असुविधा के समाचार ही छपे थे। एक लाख मजदूर और कर्मचारी पूरे देश से राजधानी दिल्ली में क्यों जमा हुए, कारपोरेट मीडिया का इससे कोई सरोकार नहीं था।

लगभग एक साल पहले वामपंथी पार्टियों ने जिस समय ‘हर परिवार को हर माह दो रूपये के हिसाब से 35 किलो अनाज की कानूनी गारंटी’ के लिए दिल्ली के जंतर-मंतर पर एक हफ्ते धरना दिया था, उसी समय ‘इंडिया अगेंस्ट करप्शन’ का उसी जंतर-मंतर पर धरना चल रहा था। मीडिया ‘इंडिया अगेंस्ट करप्शन’ के धरने को लगातार दिखा रहा था परन्तु उससे कहीं बहुत अधिक बड़े वामपंथी पार्टियों के धरने को कवर नहीं किया गया। कुछ यही समाचार पत्रों ने भी किया था।

मीडिया के यह दोहरे मानदण्ड यह इशारा करते हैं कि पूंजीवादी राजनीति के बरक्स वैकल्पिक राजनीति - वाम राजनीति के प्रचार-प्रसार के लिए बहुत जरूरी है कि आम जनता एक विशालकाय वैकल्पिक मीडिया खड़ा करे। इसे एक रात में खड़ा नहीं किया जा सकता है। इसलिए यह जरूरी है कि ”पार्टी जीवन“ और ”मुक्ति संघर्ष“ के प्रसार को आम जनता के मध्य ले जाया जाये। हर बड़े जिले में इन समाचार पत्रों के कम से कम 200-200 ग्राहक तथा छोटे जिलों में कम से कम 100-100 ग्राहक जनता के मध्य बनाये जाये, जिससे वैकल्पिक राजनीति के समाचार और लेख आम जनता के मध्य पहुंच सके। शुरूआत इसी से करनी होगी और हम आशा करते हैं कि हमारे साथी इसे गम्भीरता से लेते हुए इस कार्यभार को भी अदा करेंगे।

30 सितम्बर की रैली और उसके सबक

लगभग दो दशकों के अंतराल के बाद उत्तर प्रदेश में भारतीय कम्युनिस्ट पार्टी एवं उसके जन संगठनों ने मिल कर 30 सितम्बर 2013 को एक विशाल राज्य स्तरीय रैली का आयोजन किया। इस रैली पर तमाम-तमाम कारणों से तमाम लोगों की निगाहें टिकी थीं। हमें खुशी है कि हम और हमारे कार्यकर्ता लखनऊ में लाल झंडे की मजबूत दस्तक देने में पूरी तरह कामयाब रहे।

शासन, प्रशासन और प्रकृति द्वारा पैदा की गई तमाम अड़चनों के बावजूद रैली में भाग लेने वाले साथी 29 सितम्बर की शाम से ही चारबाग रेलवे स्टेशन पर आना शुरू हो गये थे, जहां से रैली को प्रारम्भ किया जाना था। हालांकि रैली निकालने के लिए प्रशासन ने अनुमति 11 बजे से दी थी परन्तु सुबह 10 बजते-बजते चारबाग रेलवे स्टेशन के विशालकाय परिसार में तिनके को भी ठहरने की जगह नहीं बची तो रैली को सड़कों पर उतारना आवश्यक हो गया। रैली क्या लाल झंडों का सैलाब सड़कों पर उतर चुका था। जोशीले और क्रान्तिकारी नारों के साथ यह रैली लगभग साढ़े दस कि.मी. लम्बी दूरी तय करके लगभग 12.30 बजे (2.30 घंटे में) सभास्थल ज्योतिर्बाफूले पार्क पहुंच सकी। राज्य सरकार और जिला प्रशासन के तुगलकी आदेशों के चलते अब शहर का कोई भी पार्क बड़ी रैलियों के लिए नहीं मिल सकता। अतएव हमें उपुर्यक्त पार्क लेना पड़ा। लगभग तीन-चार हजार स्त्री, वृद्ध, अधेड़ इतनी दूरी चल नहीं पाये और बीच रास्ते से ही स्टेशनों के लिए वापस हो लिये।

जैसाकि हमेशा होता है मीडिया में रैली को कम ही स्थान मिला। टी.वी. चैनलों ने तो लगभग पूरी तरह बायकाट रखा। मजबूरी में ही सही हिन्दी/अंग्रेजी के समाचार पत्रों ने समाचार मय फोटो के छापे लेकिन स्थानीय पन्नों पर। प्रदेश के किसी भी हिस्से में भाकपा की रैली की खबर पढ़ने को नहीं मिली। कई समाचार पत्रों ने रैली के कारण शहर में लगे जाम की फोटो और खबरें छापीं। हां कुछ छोटे हिन्दी समाचार पत्रों ने अपने प्रदेशव्यापी पन्नों पर रैली की खबरों को स्थान दिया। कई ने खबर न छापने के प्रायश्चित के तौर पर इन पंक्तियों के लेखक के साक्षात्कार अगले दिन प्रकाशित किये।

उर्दू अखबार सचमुच बधाई के पात्र हैं जिन्होंने रैली की न केवल राजनैतिक धार को पहचाना अपितु उसके संदेश को, खबरों को अपने ढंग से दुरूस्त कर प्रकाशित किया। कई ने लिखा - ”लगभग 25 साल बाद लखनऊ में लाल झंडे का इतना बड़ा सैलाब उमड़ा“ अथवा ”साम्प्रदायिकता, महंगाई, भ्रष्टाचार के खिलाफ भाकपा ने दी मजबूत दस्तक“ अथवा ”25 हजार का लाल सैलाब उमड़ा लखनऊ की सड़कों पर, यातायात ठप्प“ आदि।

यहां यह स्पष्ट कर देना आवश्यक है कि हमारा आकलन है कि रैली में गिने हुये 15-16 हजार से कम लोग नहीं आये। लेकिन प्रशासन, समाचार पत्रों और प्रत्यक्षदर्शियों का आकलन 20-25 हजार अथवा उससे अधिक का है।

यहां एक उल्लेखनीय पहले यह भी है कि इन दिनों गोरखपुर से गुजरने वाली अधिकांश गाड़िया रद्द थीं। मुजफ्फरनगर/शामली के दंगों से पश्चिमी जिलों में दहशत व्याप्त थी। 29 सितम्बर को मेरठ में गोलीबारी और पथराव से मेरठ ही नहीं अगल-बगल के जिलों में भारी तनाव पैदा हो गया और 29 सितम्बर की दोपहर से ही प्रदेश के कई भागों में बारिश से आवागमन प्रभावित हो गया था। अतएव बहुत से जिलों से आमद प्रभावित हुई।

केन्द्र सरकार के साढ़े चार साल के शासनकाल में जिस तरह से महंगाई, भ्रष्टाचार, विदेशी पूंजी, बेरोजगारी और आर्थिक पराभव का नंगा नाच देखने को मिला है, लोगों में उसके प्रति भारी गुस्सा है। कांग्रेस और भाजपा के बीच 2014 में सत्ता पर काबिज होने के लिये जिस तरह कबड्डी चल रही है, यह लोगों के गुस्से को और बढ़ा रहा है।

1 साल 5 माह के शासन काल में उत्तर प्रदेश सरकार जिस तरह जनविरोध की राह पर चली, लोग हतप्रभ हैं क्योंकि उन्हें इस सरकार के मुखिया में एक उम्मीद की किरण नजर आई थी। एस सौ की गिनती पार कर चुके साम्प्रदायिक दंगों, मुजफ्फरनगर/ शामली में हुये साम्प्रदायिक हत्याकांडों, पलायनों, बलात्कारों और सम्पत्ति की तबाही ने प्रदेश की धर्मनिरपेक्ष जनता को भारी हताश किया है और मुस्लिम अल्पसंख्यकों में भारी आक्रोश और असुरक्षा बोध है। दो दशक में पहली बार अल्पसंख्यकों का विश्वास सपा और उसकी सरकार से डिगा है जिसकी जल्दी भरपाई संभव नहीं है।

इस परिस्थति में पार्टी और जन संगठनों के नेता और कार्यकर्ता, जो कई वर्षों से लगातार आन्दोलन चला रहे थे, इस रैली को पार्टी की प्रतिष्ठा का प्रश्न मान कर उसकी तैयारियों में जुट गये और रैली की सफलता का श्रेय उन्हीं सबको जाता है।

मोटे तौर पर रैली ने केन्द्र और राज्य सरकार की जनविरोधी नीतियों, खासकर मुजफ्फरनगर दंगों से निपटने में राज्य सरकार की असफलता पर कड़ा प्रहार किया है। उत्तर प्रदेश की खासकर लखनऊ की जनता को यह बताने में कामयाबी हासिल की है कि भाकपा आज भी एक ताकत है। समूचे देश और उत्तर भारत की पार्टी कतारों में अहसास जगाया है कि देश की राजनीति में महत्वपूर्ण स्थान रखने वाले उत्तर प्रदेश में भाकपा पुनः करवट ले रही है।

और सबसे महत्वपूर्ण बात यह है कि उत्तर प्रदेश भाकपा और जन संगठनों का एक-एक कार्यकर्ता उत्साह से लबरेज है, उनका आत्मविश्वास बढ़ा है और नई परिस्थतियों में स्वतंत्र रूप से लड़ाई लड़ कर, पार्टी एवं जन संगठनों का विस्तार कर वामपंथी ताकतों की धुरी बनकर वामपंथी लोकतांत्रिक विकल्प के निर्माण का उनका संकल्प सुदृढ़ हुआ है।

यह सब इसलिये संभव हो सका कि पार्टी कतारों में यह विश्वास पैदा हो गया है कि अब प्रदेश पार्टी किसी की पिछलग्गू नहीं बनेगी और अपनी ताकत के बल पर गैरों को ताकतवर नहीं बनायेगी।

रैली की सफलता की बधाइयां देने और स्वीकार करने का दौर अभी कुछ दिनों और चलेगा लेकिन अब वक्त आ गया है कि हम एक पल भी खामोश न बैठें। 2014 के लोकसभा चुनावों को लेकर भाजपा, कांग्रेस तथा दूसरे पूंजीवादी दल जिस तरह से लोगों की समस्याओं पर चर्चा से बचते हुये, आम जन को केवल अपना वोट समझते हुये अपना अभियान चला रहे हैं, उससे आम लोग संतुष्ट नहीं हैं। जनपरक नीतियां प्रस्तुत करने के बजाये जिस तरह से साम्प्रदायिक, जातीय और क्षेत्रीय विभाजन के कार्ड्स फेके जा रहे हैं, लोग उसको भी समझ रहे हैं। किसी हद तक कहा जाये तो किसी भी पूंजीवादी दल से लोग संतुष्ट नहीं हैं। ऐसी स्थिति देश की राजनीति में कई वर्षों के बाद आई है।

जहां तक भाकपा और वामपंथ की बात है, लोग उन्हें बेहद ईमानदार, भ्रष्टाचार से कोसों दूर, सही मायने में धर्मनिरपेक्ष और जातिवाद, क्षेत्रवाद तथा दूसरी संकीर्णताओं से मुक्त मानते हैं और उन पर भरोसा करते हैं।

हमें उनके भरोसे को जीतना है। अतएव स्थानीय, प्रादेशिक और राष्ट्रीय सवालों पर लगातार आन्दोलन चलाने होंगे। शोषित, पीड़ित जनता से मजबूत कड़ियां बनानी होंगी। इसके लिए पार्टी शाखाओं और जन संगठनों को सक्रिय करना होगा। पार्टी शिक्षा, पार्टी अखबार और पत्र-पत्रिकाओं को फैलाना होगा। पार्टी की आर्थिक स्थिति को नीचे से ऊपर तक सुदृढ़ करना होगा। सबसे अहम सवाल है कि छात्रों, नौजवानों और महिलाओं को बिना विलम्ब किये पार्टी कतारों में शामिल करना होगा।

और फौरी कर्तव्य यह है कि जिन सवालों पर रैली का आयोजन किया गया, उन सवालों के साथ स्थानीय सवालों पर 21 अक्टूबर 2013 को जिला केन्द्रों पर सत्याग्रह/जेल भरो आन्दोलन को पूरी शिद्दत से सफल बनाना होगा।

भाकपा की विशाल रैली संपन्न - साम्प्रदायिकता, महंगाई एवं भ्रष्टाचार के खिलाफ 21 अक्टूबर को होगा जेल भरो सत्याग्रह

लखनऊ 30 सितम्बर। साम्प्रदायिकता, महंगाई और भ्रष्टाचार के खिलाफ 21 अक्टूबर को जेल भरो आन्दोलन आयोजित करने के फैसले के साथ भारतीय कम्युनिस्ट पार्टी द्वारा आज लखनऊ के ज्योतिर्बाफूले पार्क में रैली एवं विशाल जनसभा का समापन हुआ। जनसभा में उपस्थित हजारों की भीड़ ने प्रदेश में साम्प्रदायिक तथा अन्य विभाजनकारी ताकतों की काली करतूतों का मुंहतोड़ जवाब देने और शांति, सद्भाव एवं भाई चारा बनाये रखने के लिए हर संभव कोशिश करने का संकल्प लिया। जनसभा के पूर्व जिलों-जिलों से आये लगभग बीस हजार पार्टी कार्यकर्ताओं ने चारबाग रेलवे स्टेशन से एक जुलूस निकाला जो बर्लिंग्टन चौराहा, कैसरबाग, परिवर्तन चौक, स्वास्थ्य भवन, रूमी दरवाजा होते हुए ज्योतिर्बाफूले पार्क पहुंच कर जनसभा में परिवर्तित हो गया। जूलूस में प्रदर्शनकारी केन्द्र एवं राज्य सरकारों के खिलाफ गगनभेदी नारे लगा रहे थे।

जनसभा की शुरूआत में ही एक प्रस्ताव पेश किया गया जिसमें मुजफ्फरनगर और उसके समीपवर्ती स्थानों पर हाल में हुए दंगों के लिए जहां एक ओर साम्प्रदायिक भाजपा और उसके सभी संगठनों को दोषी ठहराया गया वहीं साम्प्रदायिकता एवं दंगों का इस्तेमाल वोट की राजनीति करने के लिए समाजवादी पार्टी को भी कठघरे में खड़ा किया गया। विभिन्न पूंजीवादी दलों के नेताओं की दंगों में संलिप्तता को रेखांकित करते हुए समस्त घटनाक्रमों की सर्वोच्च न्यायालय के परिवेक्षण में सीबीआई से जांच कराने की मांग की गई।

भारतीय कम्युनिस्ट पार्टी के महासचिव एवं पूर्व सांसद एस. सुधाकर रेड्डी ने अपने सम्बोधन में कहा कि लगातार बढ़ती चली जा रही महंगाई के कारण आम आदमी की जिन्दगी दुश्वार हो गयी है। रूपये की कोई कीमत रह ही नहीं गयी है। प्रधानमंत्री और वित्तमंत्री दोनों देश की सम्पत्ति बढ़ने की बात करते हैं लेकिन कुछ ही लोगों की सम्पत्ति बढ़ रही है जबकि अमीर-गरीब के बीच की खाई दिनों-दिन गहरी होती चली जा रही है। संप्रग-2 सरकार के सात मंत्रियों को भ्रष्टाचार के आरोप में मंत्रिमंडल से त्यागपत्र देना पड़ा परन्तु राजा को छोड़कर कोई भी मंत्री भ्रष्टाचार के आरोप में जेल नहीं गया। प्रधानमंत्री कार्यालय पर भी भ्रष्टाचार के आरोप लगते रहे हैं। उन्होंने कहा कि सरकार में होने के कारण संप्रग-2 के मंत्रियों को अदालत से सजा मिले या न मिल परन्तु कांग्रेस को जनता की अदालत में जरूर सजा मिलेगी।

भाजपा द्वारा मोदी को प्रधानमंत्री पद का प्रत्याशी घोषित किये जाने पर टिप्पणी करते हुए एस. सुधाकर रेड्डी ने कहा कि भाजपा के सत्ता में आने से नीतियां नहीं बदलने वाली और नीतियों को बदले बिना महंगाई नहीं रोकी जा सकती,  भ्रष्टाचार नहीं रोका जा सकता और साम्प्रदायिकता पर अंकुश भी नहीं लगाया जा सकता। उन्होंने कहा कि अगर सार्वजनिक क्षेत्र को बचाना है, सभी के लिए खाद्यान्न सुरक्षा सुनिश्चित करनी है, सभी को ईलाज मुहैया कराना है, सभी को शिक्षा मुहैया करानी है तो वैकल्पिक नीतियों के लिए प्रतिबद्ध विकल्प का निर्माण करना होगा जो बिना वामपंथ और विशेष कर भारतीय कम्युनिस्ट पार्टी को मजबूत किये हासिल नहीं किया जा सकता। उन्होंने जनता का आह्वान किया कि वे आसन्न लोकसभा चुनावों में भाकपा के अधिक से अधिक प्रत्याशियों को विजयी बनायें।

एस. सुधाकर रेड्डी ने उत्तर प्रदेष की स्थिति पर चिन्ता व्यक्त करते हुए कहा कि उत्तर प्रदेष देष का हृदयस्थल है और यह प्रदेष दुर्भाग्य से आर्थिक दृष्टि से भी पिछड़ा है। यहां विकास के लिए वैकल्पिक नीतियों की आवष्यकता है। उन्होंने कहा कि मुजफ्फरनगर के दंगों से देष का सिर शर्म से झुक गया है। हिन्दू-मुस्लिम साम्प्रदायिक ताकतों के साथ-साथ सभी प्रमुख राजनीतिक दलों ने खुल कर घृणित साम्प्रदायिक नफरत का खेल खेला है। शासक दल भी वोट बटोरने की राजनीति में जुटा रहा और इतना बड़ा जघन्य काण्ड हो गया। राज्य प्रषासन ने स्थिति को नियंत्रण में रखने में ढीढता एवं निष्क्रियता का परिचय दिया। समाजवादी पार्टी की सरकार ने साम्प्रदायिक शक्तियों को समय से रोकने में लापरवाही बरती है जिसको बर्दाश्त नहीं किया जा सकता।

भाकपा राज्य सचिव डा. गिरीश ने केन्द्र एवं राज्य सरकारों द्वारा खड़ी की गई बाधाओं के बावजूद लखनऊ में एक मजबूत दस्तक देने के लिए पार्टी कार्यकर्ताओं का अभिवादन करते हुए कहा कि डेढ़ साल पहले बसपा के कुशासन से परेशान हाल जनता ने सपा को वोट देकर यह उम्मीद की थी कि वह जिन्दगी में कुछ उजाला लायेगी परन्तु 16 माह में 1600 किसान आत्महत्या कर चुके हैं क्योंकि चुनाव घोषणापत्र में किये गये वायदे के बावजूद किसानों के कर्जे माफ नहीं किये गये। प्रदेश में श्रम कानूनों का पालन नहीं किया जा रहा है और मुख्यमंत्री उद्योगपतियों से मशविरा करने में ही मशगूल रहते हैं। कन्या विद्या धन का वायदा भी अधूरा रह गया। बेरोजगारी भत्ता भी कुछ हजार लोगों को ही मिला बाकी अभी भी रास्ता देख रहे हैं। जितना लैपटॉप खरीदने में पैसा खर्च नहीं किया गया उससे ज्यादा उसके वितरण के कार्यक्रमों में खर्च हुआ।

भाकपा राज्य सचिव डा. गिरीश ने मुजफ्फरनगर और उसके आस-पास की घटनाओं का जिक्र करते हुए कहा कि आजादी के बाद यह पहला मौका है जब एक लाख लोगों को पलायन कर शिविरों में रहने को मजबूर होना पड़ा है। उन्होंने प्रदेश सरकार से सवाल किया कि कौन है इसका जिम्मेदार? उन्होंने कहा कि मोदी को प्रधानमंत्री का प्रत्याशी भाजपा ने दंगे करवाने के लिए ही घोषित किया है लेकिन 27 अगस्त से 7 सितम्बर तक सपा सरकार कर क्या रही थी? उन्होंने कहा कि मुलायम परिवार अपने राजकुमार को मुख्यमंत्री की ट्रेनिंग दे रहा है और उत्तर प्रदेश की 20 करोड़ जनता उसका खामियाजा भुगत रही है। उन्होंने कहा कि आज तक जो चला है वह आगे नहीं चलेगा, सरकार रहे या जाये, साम्प्रदायिकता को हम चलने नहीं देंगे। उन्होंने उपस्थित कार्यकर्ताओं का आह्वान किया कि संसद में वामपंथ का प्रतिनिधित्व पहुंचाना सुनिश्चित करें। उन्होंने 21 अक्टूबर को जनता के सुलगते सवालों पर जिलों-जिलों में सफल सत्याग्रह करने का आह्वान भी किया।

भाकपा की राष्ट्रीय परिषद के सचिव एवं अखिल भारतीय किसान सभा के महासचिव अतुल कुमार अंजान ने आज की रैली को उत्तर प्रदेश में राजनैतिक सन्नाटे को तोड़ने वाली रैली बताते हुए कहा कि कुछ लोग लोकतांत्रिक परम्पराओं को खत्म कर देना चाहते हैं। किसानों-मजदूरों के वोटों को छीनने की तैयारियां की जा रही हैं। उन्होंने कहा कि कांग्रेस कहती है ”मीलों हम आ गये, मीलों हमें जाना है।“ परन्तु वह आम जनता को खाक में मिलाने की ओर बढ़ रही है। उन्होंने कहा कि जब अटल प्रधानमंत्री बने थे तो आटा 5 रूपये किलो था, जब गये तो 12 रूपये किलो पहुंच गया था। इसी तरह हर जिन्स के दाम दो-तीन गुने बढ़ गये थे। मोदी द्वारा लाल किला और लोकसभा का मॉडेल बनाकर भाषण करने के अंदाज पर कटाक्ष करते हुए कहा कि व्याकुल मोदी न तो लाल किले की प्राचीर से भाषण दे सकेंगे और न ही लोकसभा में अपनी बात रख सकेंगे। उन्होंने कहा कि मुलायम सिंह जी संसद में बताते रहे कि पश्चिमी उत्तर प्रदेश में साम्प्रदायिक शक्तियां काम कर रही हैं लेकिन उत्तर प्रदेश में उनकी गतिविधियों को रोकने के लिये उनकी सरकार ने कुछ भी नहीं किया।

भारतीय खेत मजदूर यूनियन के महामंत्री नागेन्द्र नाथ ओझा ने जनसभा को सम्बोधित करते हुए कहा कि खेती, व्यापार, उद्योग, शिक्षा को जनमुखी बनाने के लिए नीतियां बदली जायें और वैकल्पिक नीतियों को लागू किया जाये। उन्होंने कहा कि केवल किसान ही आत्म हत्या नहीं कर रहे हैं बल्कि ग्रामीण मजदूर बड़ी संख्या में या तो भूखों मर रहे हैं या फिर आत्महत्या कर रहे हैं।  मनरेगा में काम नहीं मिलता। 12 करोड़ से ज्यादा के पास जॉब कार्ड हैं। उनमें से केवल 4 करोड़ को ही मनरेगा में काम मिला, उसमें भी केवल 13 लाख को ही साल भर में 100 दिन का काम मिला। उत्तर प्रदेश में तो हालात और ज्यादा खराब रहे हैं - चाहे बसपा की सरकार रही हो या वर्तमान सपा की सरकार हो। अनाज घोटाले में सैकड़ों मुकदमें न्यायालयों में विचाराधीन हैं। उन्होंने कहा कि देश में सब कुछ संकट में है। व्यक्ति बदलने से काम नहीं चलेगा। नीतियां बदली जायें। मोदी के नाम पर साम्प्रदायिकता भड़काई जा रही है। तालाब में मछली पालने के बजाय लाश पालने वाले राजनीतिज्ञों से जनता का भला नहीं होने वाला है। उन्होंने उपस्थित जन समुदाय से साम्प्रदायिक सद्भाव के लिए काम करने का आह्वान किया।

भाकपा नेताओं का लखनऊ में जमावड़ा 30 सितम्बर को - सम्बोधित करेंगे विशाल रैली को

लखनऊ 19 सितम्बर। भारतीय कम्युनिस्ट पार्टी एवं जन संगठनों द्वारा 30 सितम्बर को राजधानी लखनऊ में एक विशाल रैली आयोजित की जा रही है। इस रैली में भाकपा एवं जन संगठनों के कई वरिष्ठ नेतागण भाग लेने लखनऊ पधारेंगे।

रैली के आयोजन के उद्देश्यों के बारे में भाकपा राज्य सचिव डा. गिरीश ने बताया कि केन्द्र और उत्तर प्रदेश की सरकारें लगातार जनविरोधी कामों को अंजाम दे रही हैं। इससे आम लागों के कष्ट और कठिनाईयां बेहद बढ़ गयी हैं। अपनी बदहाली के चलते लोगों में दोनों सरकारों के प्रति भारी गुस्सा है। इस गुस्से को आगामी लोक सभा चुनावों में अपने-अपने पक्ष में भुनाने के लिये साम्प्रदायिक एवं जातिवादी दल घृणित खेल खेल रहे हैं। मुजफ्फरनगर का दंगा इसी खेल का परिणाम है जिसमें भाजपा ही नहीं, कंाग्रेस, बसपा और सपा के नेता लिप्त पाये गये।

भाकपा एवं वामपंथ महसूस करता है कि जनता के इस गुस्से को सही दिशा दिये जाने की आवश्यकता है वरना इसका फायदा वही पूंजीवादी पार्टियां उठा ले जायेंगी जिनके काले कारनामों, निकम्मेपन एवं अवसरवादी नीतियों की वजह से यह जनाक्रोश पैदा हुआ है।

कैग रिपोर्ट में दोषी ठहराए गये विभागों के मंत्रियों और अधिकारियों के खिलाफ कड़ी कार्यवाही करे राज्य सरकार. भाकपा

वामपंथ को नजरंदाज करना मीडिया की सोची-समझी साजिश.

आजकल बड़े छोटे न्यूज़ चैनल्स का ट्रेंड एकदम साफ है. डिस्कसन पैनल में दो व्यक्ति साम्प्रदायिक पार्टियों के बिठाये जाते हैं जो रोबोट की तरह जो कुछ उनके अंदर फीड किया गया है उसे कोबरा के विष-वमन की तरह उंडेलते रहते हैं. एक कांग्रेस का कोई मरघिल्ला बैल बिठाया जाता है जो दम तोड़ते हुए बुड्ढे की भांति लम्बी लम्बी सांसें लेता हांफता पार्टी के पापों पर पर्दा डालता नजर आता है. एक कोई क्षेत्रीय क्षत्रप अपनी पार्टी के पक्ष में उलट बांसियाँ करता नजर आता है. लेकिन ८० प्रतिशत शोषित, पीड़ित ,दलित और दमित समाज के लिए संघर्षरत वामपंथ का कोई प्रतिनिधि या तो बुलाया नहीं जाता या बुलाया जाता है तो ऐसा कोई गुड्डा जो वामपंथ के सरोकारों को रखने के बजाय विक्रत अंग, विक्रत वाणी, विक्रत वेश के जरिये विदूषक की भूमिका में नजर आता है. अच्छे,सच्चे और जमीन से जुड़े नेताओं को मौका नहीं दिया जाता. जाहिर है कार्पोरेट हितों का पोषक मीडिया क्यूँ कर आम जनता के सच्चे पेरोकारों को जनता के सामने पेश करेगा. डॉ. गिरीश.

The CPI expresses its profound shock and deep concern at the communal holocaust that has broken out in Muzaffarnagar, in Uttar Pradesh. Already 26 people have died and more than 50 grievously injured. The flames have spread from the city to the nearby villages. Belatedly the State Government has called in the army to restore peace and order.

The Government should have acted immediately after two media persons were killed in front of a so-called “Maha Panchayat”. The state administration showed incompetence and inefficiency in controlling the situation.

The Samajwadi Party Government had been lax for quite some time in curbing all these communal outbursts and in countering the aggressive machinations of the Sangh Parivar and other communal forces of minority community, till now when it has been compelled to call in the army. The Akhilesh government should implement its promise of immediate action against erring district officials.

This is the culmination of communal tension breaking into occasional riots that have gripped U.P. for the last few months.

Stalwarts of the BJP and its Sangh Parivar have been named for inciting the people to resort to killings and arson against members and properties of the minority community. This is part of the nefarious design of the communal BJP for its political and electoral gains.

The CPI demands that strict and effective measures should be taken against all the communal instigators and hooligans. They should be apprehended and immediately prosecuted.

The CPI appeals to the people of all communities to restore peace. Peace committees should be formed for going round the affected localities to restore the traditional harmony that has always been the ‘Ganga-Jamuni’ culture of U.P.

शुरू से सतर्कता बरती होती तो न जलता पश्चिमी उत्तर प्रदेश - भाकपा

लखनऊ 9 सितम्बर। भारतीय कम्युनिस्ट पार्टी के राज्य सचिव मंडल ने कहा है कि मुजफ्फरनगर की हिंसा एक सोची-समझी साजिश का परिणाम है और यह राज्य सरकार की पूरी तरह विफलता का परिचालय है। दंगों पर तत्काल रोक लगाया जाना बेहद जरूरी है। दंगों में मृतकों के परिवारों के प्रति गहरी सम्वेदना व्यक्त करते हुये भाकपा ने मुजफ्फरनगर, पश्चिमी उत्तर प्रदेश एवं देश की जनता से अपील की है कि वह हर स्थिति में शांति एवं सौहार्द कायम रखे और निहित स्वार्थों के मंसूबों को विफल कर दे।

मुजफ्फरनगर की वारदातों पर भाकपा की ओर से जारी बयान में भाकपा के राज्य सचिव डॉ. गिरीश ने कहा कि पिछले दस-बारह दिनों से साम्प्रदायिक एवं निहित स्वार्थी राजनैतिक शक्तियां मुजफ्फरनगर में अपना विभाजनकारी खेल खेल रही थीं और साम्प्रदायिक विभाजन को गाँवों-गलियों तक ले जाने में जुटी हुईं थीं। इस दरम्यान शासन-प्रशासन एक के बाद एक गलतियां करता रहा जिसकी परिणति यह दंगा है जिसकी चपेट में शामली, बागपत, मेरठ आदि जनपद आ चुके हैं। इस दंगों में अब तक लगभग 30 लोगों की जानें जा चुकी हैं और सैकड़ों स्त्री-पुरूष यहां तक कि बच्चे भी घायल हुए हैं। सम्पत्तियों की भी भारी बरबादी भी हुयी है। समूचे पश्चिमी उत्तर प्रदेश में भारी तनाव व्याप्त है। प्रदेश के अन्य भागों में भी तनाव पैदा करने की खबरें मिल रहीं हैं।

सबसे बड़ी बात है कि हालात इस कदर बेकाबू हो गये हैं कि राज्य सरकार को सेना को कमान सौंपनी पड़ी है। उत्तर प्रदेश में ऐसा लगभग डेढ़ दशक बाद हुआ है। इतना ही नहीं इस क्षेत्र के ग्रामीण जीवन के सौहार्द और मेल-जोल का ताना-बाना आजादी के बाद पहली बार टूटा है। यदि इसको पुनः कायम न किया गया तो इसके दूरगामी परिणाम होंगे।

भाकपा का आरोप है कि राज्य सरकार साम्प्रदायिक और हिंसक तत्वों से कड़ाई से नहीं निपट रही है। मुजफ्फरनगर में पिछले 10 दिनों से भारी तनाव था और इसी तनाव के बीच एक पंचायत आयोजित हुई लेकिन इस दौरान सम्वेदनशील स्थानों से पुलिस और सुरक्षा बल गायब थे। पुलिस महानिदेशक एवं आई.जी. कानून-व्यवस्था वहां पहुंचे लेकिन स्थिति के बेहद गंभीर होने के बाबजूद उन्होंने स्थानीय पुलिस-प्रशासन को जरूरी निर्देश नहीं दिये। इतना ही नहीं दोनों अधिकारी वहां से पलायन भी कर गये।

प्रदेश सरकार तब हरकत में आयी जब हालात बेहद बेकाबू हो गये। यही वजह है कि सरकार पर आरोप लग रहे हैं कि वह अब भी वोटों के ध्रुवीकरण के लिये साम्प्रदायिक विभाजन का उसी तरह प्रयास कर रही है जैसाकि उसने चौरासी कोसी परिक्रमा के समय  किया था। यह स्थिति बेहद दुर्भाग्यपूर्ण है और सभी धर्मनिरपेक्ष तथा सद्भाव चाहने वाली ताकतों का इसका मुकाबला करना चाहिये।

भाकपा मांग करती है कि वहां उपद्रवी तत्वों के खिलाफ कड़ी से कड़ी कार्यवाही की जाये, सघन तलाशी अभियान चला कर हथियारों को बरामद किया जाये, घायलों का पूरी तरह उपचार कराया जाये, जान-माल के नुकसान की भरपाई की जाये, मृतकों के परिवारों को समान धनराशि दी जाये, साम्प्रदायिक सौहार्द कायम करने को नागरिक संगठनों और धर्मनिरपेक्ष दलों के कार्यकर्ताओं का सहयोग लिया जाये। सबसे महत्वपूर्ण बात है कि सरकार और पुलिस-प्रशासन इस ढंग से कार्य करे कि कोई पक्ष उस पर ऊँगली न उठा सके।

Indian Economic Crisis – the Root and the Effect- A.B.Bardhan

Something akin to that has indeed occurred in the last few days. Sensex figure has plunged precipitately shedding more than a couple of thousand points. Rupee, the national currency of India, the symbol of its sovereignty and stability has collapsed. It fell head over heels in relation to the dollar. At the time of writing it has come down to
Rs 68.80 a dollar. Then it appreciated a bit, but there is no knowing what new depths it will plumb. Managers of the economy are hoping that it will find an ‘appropriate level’ at an ‘appropriate time’.

Indian economy is in deep crisis. Nobody can now deny or ignore this fact, hoping that the ominous signs will disappear and things will be back to normal.

 The rate of growth which touched 8.5 for some time and which the government touted as the second highest in the world has come down to less than 5 per cent. It is in fact hovering between 4 and 5 during the year 2012-2013, and in the quarter April to June 2013, it came down to 4.4 per cent, the lowest in 4 years.

 Communist Party of India (CPI) MP Gurudas Dasgupta poured out figures in Parliament to underline the depth of the economic crisis. The Index of Industrial production which is key to economic growth was 1.1 per cent in 2012-13 but it declined to – 1.6 per cent in May 2013 and then went down further to – 2.2 in June 2013. The decline continues unabated. In the service sector this is only 6.6 which is the lowest in last 11 years. In agriculture, the mainstay of our economy the rate of growth is only 1.1 per cent while the population continues to grow at 2 per cent. Consumption has gone down by 3.3 per cent since people don’t have money even to eat.

  The foreign exchange reserve, which was 300 billion dollars, has now come down to 275 million dollars. This is sufficient only for a few weeks or so. India is on the brink of insolvency. The shadow of 1991 hangs over the country. The prime minister has assured us that it is not so. After all India of 2013 is not the India of 1991.

For people of his thinking–i.e. the bourgeois elite, even the Food Security Bill, which has just gone through the Lok Sabha, is to be blamed. They consider every measure that is orientated to bring a modicum of relief to the poor as “populist”, an act of financial profligacy, as something that throws the country’s finances out of gear and spells disaster. They do not think so when a “package” is announced to bail out big business and corporates or when concession, are handed out to them. That according to them are necessary steps to stimulate the economy.

 Yet, in 2010-11 alone the corporate tax foregone was nearly Rs. 58,000 crore. In 2012-13 the estimated tax gone is Rs. 68,000 crore.

 It is true that the currency was devalued also in Brazil, Indonesia, South Africa, and Turkey among the newly emerging economies. But the rupee is the front-runner in a race to the bottom.

 The men who run our economy have no clue to the crisis that has overwhelmed them. Finance Minister Chidambaram is out to find alibis when he shifts the blame on others. He has also blamed his ‘predecessor’ for the financial mess knowing that his predecessor is in no position to reply.  Now that the American economy is on the recovery trail, he cites that as a reason for our disaster since capital is flowing out there for investment.

The country is witnessing a bout of sparring between the Finance Minister and the Governor of Reserve Bank of India (RBI). Mr Subarao, RBI Governor, has in a recent remark observed, “I do hope Chidambaram will one day say: I am often frustrated by RBI, so frustrated that I want to go for a walk, even if I have to walk alone. But thank God, the RBI exists.”

In the process of this economic tsunami the Indian people have suffered a loss of more than 2 lakh crores.

The present crisis in India is not an isolated phenomenon. Capitalism is in crisis. The world capitalist system is going through a prolonged recession. The European Union has been passing through a recession for over three years. Countries like Greece, Portugal, Spain, Italy are the main scapegoats of this downturn. The rate of unemployment in Greece has already reached the astounding figure of 27.6 and even three or four bailout packages have not been able to restore normalcy.

America itself had been going through a crisis beginning with the sub-prime loan crisis four year back, which witnessed the collapse of a number of American banks and financial institutions. The U.S. market shrunk putting pressure on exports from emerging economies like India. With the current signs of recovery in the U.S. the financial liquidity that has been set in motion by the U.S. Federal Reserve has led to a sudden out load of billions of dollars from countries like India, Indonesia and so forth, depreciating their currencies. The US pushes the effect of both its recession and its recovery on to the countries of the capitalist periphery.

Each country suffers the effect in its own specific way following from the economic policies that its government has been pursuing. In India the fiscal deficit and the current account deficit which coincided caused the precipitate fall in the stock exchange and the decline and volatility in the value of the rupee. It further unleashed speculative pressure on the prices of commodities in the market, both of gold on the one hand and vegetables on the other. 

Even Ratan Tata, who is close to the Indian ruling circles, was forced to remark that India has lost the confidence of the world. He also said that the Government was ‘swayed’ by vested interests in the private sector and policies had been changed, delayed and manufactured. Since Tata himself is ‘a vested interest in the private sector’ it will be interesting to know from him who is the vested interests he is pointing at.

 The CPI had initiated a debate on the economic crisis in Parliament on August 7, 2013. Gurudas Dasgupta charged, the country is facing an economic tsunami because of the reckless policies of the government. Non- performing government has generated a dangerous crisis, which is almost an economic disaster thanks to their incapacity and inability….. The livelihood of millions have been affected and crores of jobs have disappeared, while farmers were also in grave distress.”

What solution does the Finance Minister have to overcome the present crisis? Chidambaram begins by asserting, what we need now is not less reforms, but more reforms, not more restrictions but less restrictions, not a closed economy but a more open economy.” The 10-point plan that he has proposed to drag the economy out of the mess is a reflection of this resolve.

The first step in this direction is to stabilize the rupee about which there seems to be no positive proposal.

 The crisis is not a sudden development. It is not a bolt from the blue. We from the Left have been pointing towards all the portends that have eventually brought on the crisis. We have drawn attention. We suggested measures and campaigned for them so as to bring down inflation. The government persisted in taking steps which further fuelled inflation. Repeated hikes in the prices of diesel and other petroleum products were allowed to be taken. There is even talk of a further hefty rise in these prices. They are only kept pending because the crisis overtook any such step.

How did Chidambaram react to the devaluation of the rupee? While acknowledging that some government steps have contributed to the devaluation of rupee, he went on to blame the judiciary for barring or putting an elaborate process for mining, environmental clearance and land acquisition. He admitted that the government had allowed the fiscal deficit to be breached and current deficit to swell because of certain decisions. They were allowed to be taken.

 We demanded that measures should be taken against closure of many industries and manufacturing units which was causing tremendous job losses. Unemployment figures including lack of jobs for educated and qualified youth were soaring.

 The government talks of reforms. But what kind of reforms? The Left has been demanding land reforms, which should mean distribution of land to the landless that helps restoring the agrarian economy. The bourgeois landlord dispensation has baulked taking any such basic reforms. Our aim should be to create a people- friendly socio- economic order in the country.

It necessary to curb imports, particularly of luxury goods, and such goods that are manufactured in the country. At the same time all efforts have to be made to increase India’s exports with a view to ease the balance of payments in the country. The outflow of dollars has to be substantially reduced.

A spate of investments whether public or private has to take place in industries which contribute to job creation, and in the education and health spheres. The emphasis has to be on mobilizing domestic resources (which we do not lack) and domestic capital. Foreign capital is welcome, but it can play only a supplementary role. The objective is to improve the livelihood of our people which alone can be the basis of our future development. Development strategy borrowed from abroad, neo-liberal or any other, cannot help.

A decline in the basic parameters of the economy may be followed by occasional signs of recovery, which will no doubt be hailed by the beleaguered government spokesmen. But the main thing is the stabilization of the economy at some time in the future.

It is important to invest in people. At a time when it is essential to add to the purchasing power of our people, the government is engaged in further restricting the people’s capacity in the name of cutting down on expenditure. This always affects the poorer and toiling sections since what is curtailed is the social security outgo and the subsidies In fact the Left is pressing for fixing the minimum wage at a reasonably higher figure. At the same time Left is demanding pension to all elderly citizens at the rate of Rs.3000 per month.

 The crying need is to reverse the neo- liberal policies pursued at present, which only maximizes the profit of Big Business and Corporate houses, while condemning the majority to poverty and deprivation. Today a situation has emerged where the economic policies are dictated by the corporates for the benefit of the corporates. As long as that persists there may be marginal and occasional recovery while the general downturn and depression continues.

The fall in the value of the rupee, the chaos in the stock-market, the general decline in the economy, and the uncertainty and instability that prevails in the country has its political fall-out that threatens the democratic polity of our country. This requires a separate treatment.

Gurudas Dasgupta's latest letter to the PM on the natural gas price increase scam to favour Reliance.

Dear Dr. Manmohan Singh ji,
You would kindly recall the issue of gas price revision of RIL operated KG-D6 basin that I had raised in my earlier letters to you. You are also aware that the Finance Ministry has asked Petroleum ministry to examine the issue of pricing the shortfall quantities of gas at the old rate of $4.2 per mmbtu and the categorical rejection of this suggestion by the Petroleum Minister.
It has appeared in the press that the Petroleum Ministry has revised its earlier stand and has now circulated a Cabinet note to the effect that RIL shouldn’t get revised price on gas till the reasons for the fall in output are ascertained. It is further learnt that the Petroleum Ministry has proposed that if it reaches the conclusion that the fall was due to geological difficulties, then they would be allowed the benefit of the price increase to RIL.
The formulation of the Cabinet note in this fashion has again exposed the duplicity of the Petroleum Minister. You would recall that the government has consistently rejected the contention of RIL that the shortfall is due to geological difficulty. I would like to quote from the notice issued by the Government to RIL when cost recovery of $ 1 billion was sought to be disallowed in May 2012:
" You have failed to fulfill your obligations and to adhere to the terms of the PSC and are in deliberate and willful breach of PSC and have thereby caused immense loss and prejudice to the government.
As against the aforesaid required 31 wells to be drilled by April 2012 in accordance with the amended IDP, till date you have completed the drilling of only 18 wells and even out of these 18 wells, only 12 wells are presently in operation.
Your breach of PSC including failure to adhere to and comply with the Amended IDP have resulted in heavy loss of production of gas thereby causing loss to the Government and of scarce natural resource to the nation. You are not entitled to the recovery of costs incurred by you for the excess capacity created in block KG-DWN-98/3 and such recovery of costs has to be limited only to the extent of the infrastructure used by you for the production of the gas."
I may also add that this opinion was reached in consultation with Director General of Hydrocarbons ( DGH), the technical arm of the Petroleum Ministry. In fact the DGH wrote as many as seven letters between December 2010 and April 2011 pointing out the lapses on part of RIL and rejecting its contention of geological uncertainty. This was further re-iterated in the Management Committee meeting dated 17/3/2011. The same conclusion was also reached by the one man expert committee of Dr P Gopalkrishnan, a reservoir expert, who submitted his report to the Petroleum Ministry in April 2011. I must also point out that the Petroleum Ministry has also answered a number of questions in the Parliament wherein it rejected the claim of RIL regarding geological uncertainty.
Trying to re-open this issue, which had been conclusively settled by the previous Petroleum Minister, is a thinly disguised attempt to dilute the earlier stand of the government that the shortfall was on account of deliberate malfeasance of RIL. You are already aware that the present Petroleum Minister has deliberately stalled the arbitration proceedings for the recovery of the penalty of $ 1 billion. By trying to reverse the earlier view of the government, he is trying to weaken the arbitration proceedings and give an alibi to RIL to get away with its grave breach of the PSC.
Further, the Petroleum Minister has chosen not to consult the Fertiliser and Power ministries on this Cabinet note. Not consulting the biggest user ministries further shows the mala fides of the minister, to take a decision by stealth, without proper inter- ministerial consultation.
Since the Government has already taken a view that RIL had deliberately reduced production, the obvious conclusion has to be that the shortfall quantities have to be supplied at the old rates.I would like to re-iterate the financial benefits to the country if this decision were enforced. The shortfall in production in the years 2010-11, 2011-12, 2012-13, 2013-14 against approved targets are 5 mmscmd, 28 mmscmd, 55 mmscmd, 66 mmscmd respectively. This means that the total shortfall over the last four years is a mammoth 154 mmscmd. If this quantity of natural gas were supplied at the old rate of $4.2 per mmbtu instead of the revised rate of $8.4 per mmbtu recently fixed by the government, this would mean a saving of $4.2 per mmbtu. Simple calculations show that for a total of 154 mmscmd of gas and a total price decrease of $4.2 per mmbtu would translate into a total saving of Rs. 63,000 crore for the country. I would request the government to insist that RIL supply the shortfall quantity at the old rates to ensure that their sinister design of deliberately reducing production does not result in windfall profits for them.
I earnestly re-iterate that the government insist that RIL supply the shortfall in gas production at the old rates. I would also request that the government reconsider the decision to raise prices of natural gas and keep it in abeyance until these issues are openly debated with all stakeholders.

'Very sceptical' about PM's statement on economy: Gurudas Dasgupta

Communist Party of India (CPI) leader Gurudas Dasgupta on Friday said he was ' very sceptical' about Prime Minister Dr. Manmohan Singh's statement on the present economic crisis, which will be made before the House today, and expressed that he did not think that the statement would have any immediate impact on the market.
"I am very sceptical because only two days back the Finance Minister made a statement. Therefore, I do not expect anything surprising from him. I do not think he will say anything which will immediately provoke any response in the market," Dasgupta said.
Dasgupta also predicted that the Prime Minister would focus his statement on the 'micro-management', like Finance Minister P. Chidambaram, instead of addressing the grassroot concerns of the people living through the economic meltdown.
"What the Finance Minister has said, he will harp on the same lines. The Finance Minister is very, very, clever. He was talking about the micro-management, about the CAD, about the fiscal consolidation-but the basic human problems that you are facing, regarding the price rise, regarding the job loss, regarding the retrenchment, regarding the instability in the market (was not talked about)," Dasgupta said.
"Spending more is the only solution, but they are not doing it. In fact, they are contracting; they are squeezing the expenditure," he added.
Meanwhile, Parliamentary Affairs Minister Kamal Nath on Friday raised hopes for Dr. Manmohan Singh's Parliamentary address on the state of the country's economy, and assured that the Prime Minister's speech would boost the economic situation in the country.
"The Prime Minister knows the economy better than anyone else and I'm sure his speaking in Parliament and telling the people of this country will have a message which will give a boost to the economy," Nath said.
Facing an attack over the economic situation amid a sliding rupee, Prime Minister Dr. Manmohan Singh told the Parliament on Thursday that he would make a statement on the state of the economy on Friday.
"It cannot be denied that the country is facing a difficult economic situation... I do not deny that there are some domestic factors. But there are also international factors arising out of the change in the US economic stance," Dr. Singh said.
"There are also problems created due to tensions that are on the horizon in Syria and they have inevitable consequences for oil prices. I will be happy to make a statement tomorrow (Friday)," he added.
Leader of Opposition Arun Jaitley raised the issue as soon as the Rajya Sabha met for the day, and demanded a statement by the Prime Minister outlining the steps that the Congress-led UPA II Government is contemplating to tackle the present economic situation.
He then took a dig at Finance Minister P Chidambaram's 10-point suggestions, saying it was just a "discourse in economic theory" when the country was actually moving towards stagflation.
Chidambaram had earlier on Tuesday suggested a 10-point formula to revive the country's economic situation, and sought co-operation from all quarters despite ideological and political differences.
Chidambaram, who was replying to a discussion on the country's economic situation in the Lok Sabha, said the country needs more reforms, lesser restrictions and an open economy.
The Finance Minister said the fiscal deficit would be contained at 4.8 percent of the GDP even after doling out subsidies for the implementation of the Food Security Bill.
He said the government is doing everything to boost investment.
Chidambaram also underlined the need to encourage manufacturing in sectors like power, steel, automobiles and textiles.
"We must increase production of electronics and textiles. We are importing things which we should not have imported. India can be strong only if we have a strong manufacturing economy," he said.

सरकार आपदा प्रबंधन तंत्र को सक्रिय करे ---डॉ गिरीश

लखनऊ 30 अगस्त। भारतीय कम्युनिस्ट पार्टी ने पूर्वांचल, बुंदेलखंड ,  मध्य उत्तर प्रदेश एवं तराई के हिस्सों में आई व्यापक बाढ़ और उससे खेती एवं जनजीवन की तबाही पर गहरी चिन्ता व्यक्त की है। पार्टी ने इस बात पर भी गहरी नाराजगी जताई है कि राज्य सरकार और प्रशासन की बार-बार घोषणाओं के बावजूद बाढ़ग्रस्त इलाकों में राहत एवं बचाव की कोई कारगुजारी धरातल पर दिखाई नहीं दे रही है।
तीन दिवसीय पूर्वांचल के दौरे से लौट कर भाकपा के राज्य सचिव डा. गिरीश ने यहां जारी एक प्रेस बयान में कहा है कि जिलों-जिलों में बाढ़ से खेती और फसल डूब चुकी है। गांव ही नहीं तमाम शहरी क्षेत्रों में भी पानी घुस गया है। इन क्षेत्रों में फंसे लोगों को यहां से निकालने, उनको भोजन एवं पेयजल उपलब्ध कराने एवं इलाज आदि की कोई भी व्यवस्था दिखाई नहीं दे रही है और लोग बाढ़ की विभीषिका में भारी कठिनाईयां झेल रहे हैं।
भाकपा राज्य सरकार से मांग करती है कि वह कागजी घोषणायें बन्द करके स्थानीय प्रशासन और आपदा प्रबंधन तंत्र को सक्रिय करे और प्रदेश के बाढ़ग्रस्त इलाकों में राहत और बचाव कार्यों को अमली जामा पहनाये। भाकपा राज्य सचिव ने पार्टी की जिला इकाईयों से भी अनुरोध किया है कि वे बाढ़ग्रस्त इलाकों में फंसे लोगों की हर सम्भव मदद करें।

Left, regional parties' front to form next govt: CPI

Claiming that anti-Congress and anti-BJP mood is prevailing in the country, CPI today said an alternative front of Left and regional parties would form the next government at the Centre.

"Left and regional parties will form a programme-based alternative front before or after the elections to serve the people of the country," CPI General Secretary S Sudhakar Reddy told reporters here.

Reddy, who was here along with former General Secretary A B Bardhan to take part in the state executive committee meeting of the party, said the party would contest 60-70 seats in the coming Lok Sabha elections.

"The party has started identifying seats and candidates for fighting the parliamentary elections in states like Kerala, West Bengal, Tripura and Rajasthan where it has a larger base," he said.

"In Bihar and Uttar Pradesh we are keeping a watch over political developments and will take a decision on alliance at right time," the CPI general secretary said.

Bardhan claimed that Congress would not get more than 110 seats, while BJP despite "hue and cry" in the name of Narendra Modi would in no case cross 140-145 mark.

"In this scenario, the Left and regional parties, opposed to Congress and BJP, hold tremendous scope to form the next government," Bardhan said.

He, however, refused to identify these regional parties.

"Based on alternative policy and programme, the Left along with like-minded regional parties would form a new government after the general elections," he said.

लखनऊ 25 अगस्त। यहां सम्पन्न भारतीय कम्युनिस्ट पार्टी की राज्य कौंसिल की बैठक में भाकपा ने वर्तमान राजनीतिक हालातों पर विचार-मंथन करते हुए आसन्न लोकसभा चुनावों को मद्देनजर रखते हुए कुछ शक्तियों द्वारा साम्प्रदायिक ध्रुवीकरण के प्रयासों की घोर निन्दा की एवं साम्प्रदायिकता, महंगाई, अत्याचार और भ्रष्टाचार के खिलाफ तथा सामाजिक सद्भाव, विकास और कानून के राज के लिए 30 सितम्बर को लखनऊ में विशाल रैली आयोजित करने का फैसला लिया। इस रैली के माध्यम से भाकपा ने चुनावों को मुद्दाविहीन बनाने तथा साम्प्रदायिक ध्रुवीकरण करने के कतिपय राजनीतिक दलों के प्रयासों को ध्वस्त करने के साथ-साथ कार्यक्रम आधारित वामपंथी लोकतांत्रिक विकल्प प्रस्तुत करने हेतु अपने अभियान का श्रीगणेश करने का निश्चय किया है।
यहां जारी एक प्रेस बयान के अनुसार भाकपा राज्य कौंसिल ने स्पष्ट रूप से कहा है कि केन्द्र और उत्तर प्रदेश की सरकारें लगातार जनविरोधी कामों को अंजाम दे रही हैं। इससे आम लोगों के कष्ट और कठिनाईयां बहुत अधिक बढ़ गयी हैं। परिणामस्वरूप आम जनता में इन सरकारों के प्रति बेहद गुस्सा है। इस गुस्से को आगामी लोकसभा चुनावों में अपने पक्ष में भुनाने के लिए कई राजनैतिक दल साम्प्रदायिक और जातिगत विभाजन पैदा करने की हर संभव कोशिश कर रहे हैं। खतरा पैदा हो गया है कि जनता के इस गुस्से को सही दिशा नहीं मिली तो यह गुस्सा फिर से बिखर सकता है तथा इसका लाभ वही पूंजीवादी पार्टियां उठा लेंगी जिनके काले कारनामों, निकम्मेपन और अवसरवादी नीतियों के कारण यह जनाक्रोश पैदा हुआ है।
भाकपा राज्य कौंसिल की यह स्पष्ट समझ है कि ऐसे मौके पर हाथ पर हाथ धर कर नहीं बैठा जा सकता। भाकपा ने अपने समस्त कार्यकर्ताओं, समर्थकों एवं आम जनता का आह्वान किया है कि वे उत्तर प्रदेश में सपा और भाजपा के साम्प्रदायिक ध्रुवीकरण के प्रयासों से आम जनता को जागरूक करें और 30 सितम्बर की रैली के लिए प्रदेश भर की जनता को लामबंद करें। इसके लिए आज से लेकर 1 माह तक जन लामबंदी अभियान चलाया जायेगा और गांव, कस्बों एवं शहरों में हजारों छोटी-बड़ी सभाओं का आयोजन भाकपा और उसके जन संगठनों द्वारा किया जायेगा।
भाकपा राज्य कौंसिल ने इस बात पर गहरा संतोष व्यक्त किया है कि विहिप द्वारा बहुप्रचारित कथित परिक्रमा को आम जनता ने नजरंदाज कर दिया और पूरे प्रदेश में सद्भाव एवं अमन-चैन कायम रहा। भाकपा को उम्मीद है कि भविष्य में भी उत्तर प्रदेश की जनता साम्प्रदायिक शक्तियों के ऐसे सभी हथकंडों को विफल कर देगी जो प्रदेश के अमन-चैन को खतरा पैदा करें और विकास के रास्ते में रोड़ा बनें।
भाकपा राज्य कौंसिल ने एक प्रस्ताव पारित कर गाजीपुर जनपद की एकमात्र चीनी मिल - नन्दगंज को दुबारा चालू करवाने के लिए किसान सभा के नेतृत्व में चल रहे आन्दोलन को अपना समर्थन प्रदान किया और प्रदेश सरकार से मांग की कि उपरोक्त चीनी मिल को तत्काल चालू करवाया जाये। इसके साथ ही प्रदेश की बन्द पड़ी तमाम चीनी मिलों को भी चालू करवाने की मांग की गयी है। प्रस्ताव में छाता में चीनी मिल को चालू करवाने तथा मथुरा जनपद में एक और चीनी मिल की स्थापना की दिशा में भी कदम उठाने की मांग की गयी है।
एक दूसरे प्रस्ताव के माध्यम से मवाना चीनी मिल द्वारा पिछले पेराई सत्र का किसानों का बकाया रू. 125 करोड़ का भुगतान न करने के खिलाफ किसान सभा के चल रहे आन्दोलन को भी अपना समर्थन देते हुए प्रदेश सरकार से मांग की है कि वह उत्तर प्रदेश की चीनी मिलों पर पिछले पेराई सत्र का किसानों का बकाया रू. 2600 करोड़ का भुगतान तुरन्त करवाये।
भाकपा राज्य कौंसिल ने मैजापुर (गोण्डा) चीनी मिल के मजदूरों के चल रहे आन्दोलन को भी अपना समर्थन देते हुए प्रदेश सरकार से मांग की है कि वह मजदूरों की समस्याओं के निदान के लिए मिल प्रबंधन को समझौता वार्ता के लिए बाध्य करे।
भाकपा राज्य कौंसिल बैठक की अध्यक्षता गफ्फार अब्बास ने की। बैठक में राज्य सचिव डा. गिरीश ने राष्ट्रीय तथा प्रदेश के राजनीतिक हालातों पर अपनी रिपोर्ट पेश की जिसे बहस के उपरान्त पारित किया गया।

सपा सुप्रीमो एवं मुख्यमंत्री द्वारा विश्व हिन्दू परिषद के नेतृत्व से वार्ता पर भाकपा ने लगाया प्रश्नचिन्ह

लखनऊ 24 अगस्त। यहां चल रही भारतीय कम्युनिस्ट पार्टी की राज्य कार्यकारिणी की बैठक ने एक प्रस्ताव पारित कर विश्व हिन्दू परिषद द्वारा 25 अगस्त से तथाकथित 84 कोसीय परिक्रमा के कार्यक्रम पर घोर आपत्ति एवं चिन्ता व्यक्त की है। भाकपा ने सपा प्रमुख मुलायम सिंह यादव एवं मुख्यमंत्री अखिलेश यादव की इन साम्प्रदायिक व्यक्तियों से वार्ता पर प्रश्न चिन्ह लगाते हुए कहा है कि विश्व हिन्दू परिषद से वार्ता सपा द्वारा वोटों के ध्रुवीकरण की खातिर प्रायोजित की गयी थी।
भाकपा राज्य कार्यकारिणी द्वारा पारित प्रस्ताव में इंगित किया गया है कि विश्व हिन्दू परिषद के अस्तित्व में आने से पूर्व से ही परम्परागत रूप से चैत्र पूर्णिमा से लेकर वैशाख जानकी नवमी तक साधू-सन्त शान्तिपूर्ण धार्मिक परिक्रमा करते रहे हैं। प्रस्ताव में कहा गया है कि लोकसभा चुनावों के पूर्व विश्व हिन्दू परिषद द्वारा भाद्र माह में अपने साम्प्रदायिक एजेंडे के तहत इस यात्रा का कार्यक्रम बनाया गया है जिसका एकमात्र उद्देश्य सामाजिक सद्भाव को नष्ट करना है। ज्ञातव्य हो कि विश्व हिन्दू परिषद, भाजपा एवं आरएसएस के गठजोड़ ने पूर्व में साम्प्रदायिकता को बढ़ावा दिया है और पनपाया है और वर्तमान में भी आगामी लोक सभा चुनावों की पृष्ठभूमि में यह नापाक गठबंधन उत्तर प्रदेश में साम्प्रदायिक ध्रुवीकरण की नियत से काम कर रहा है। धार्मिक आस्था से इनका कोई वास्ता नहीं है। परिक्रमा संचालक महन्त गया दास के परिक्रमा के शास्त्र सम्मत न होने के बयान तथा इस परिक्रमा यात्रा से अपने को अलग करने की घोषणा से यह स्पष्ट हो गया है कि यह यात्रा लोकसभा चुनावों को दृष्टि में रख कर भाजपा एवं उसके अनुषागिक संगठनों द्वारा आयोजित की जा रही है जिसका धार्मिक भावनाओं एवं परम्पराओं से कोई लेना देना नहीं है।
भाकपा की राज्य कार्यकारिणी ने सरकार से मांग की है कि परम्पराओं को तोड़ कर परिक्रमा आयोजित करने वाली शक्तियों और उनके संगठनकर्ताओं को तत्काल निरूद्ध कर कड़ी कानून सम्मत कार्यवाही की जाये ताकि देश एवं प्रदेश में साम्प्रदायिक सद्भाव और शान्ति कायम रहे।
प्रस्ताव में इस बात पर संतोष व्यक्त किया गया है कि वर्तमान परिस्थितियों को प्रदेश की आम जनता भी भलीभांति समझ रही है। प्रस्ताव मे साधू संतों से इस राजनैतिक आयोजन से दूर रहने की अपील की गयी है और आम जनता से अनुरोध किया गया है कि वह साम्प्रदायिक सद्भाव एवं शान्ति बनाये रखे।
भाकपा राज्य कार्यकारिणी की बैठक जारी है और कल भाकपा की राज्य कौंसिल की बैठक सम्पन्न होगी।

CPI's Dasgupta questions $8.4 an mBtu gas price

Communist Party of India (CPI) leader Gurudas Dasgupta on Thursday again trained guns on the Centre for the gas price rise.
In a letter to Prime Minister Manmohan Singh, Dasgupta alleged the cost of production for Reliance Industries Ltd (RIL)’s KG-D6 block was just $ 2.74 a million British thermal unit (mBtu). He added the Rangarajan pricing formula would give them a windfall gain through a pricing of $8.4 an mBtu.
Dasgupta asked Singh to revisit the pricing of natural gas by the Rangarajan formula, applicable from April 2014. Citing petroleum ministry figures, Dasgupta said the ministry had admitted that after computing from the financial statement of RIL in 2011-12 on projected level of production, the cost of production, including levies, worked out to $2.74 an mBtu.“If the cost of production is only $2.74, how has Rangarajan come to the conclusion that it should be $8.4 per unit to be given to the contractor? Evidently, it is a case of lack of due diligence,” the letter said.
Earlier, Dasgupta had filed a public interest litigation regarding the decision on gas pricing at the apex court, on which the response from the petroleum ministry, RIL and minister M Veerappa Moily would be heard on September 6.

My dear Prime Minister,

We have been persistently raising the question of verifying the cost of production per unit in RIL KG-6 Basin, production of natural gas before deciding upon the process of pricing. No governmental agency has clarified this question to us. Even the Finance Secretary while deposing before the Standing Committee on Finance bluntly stated that evaluating the cost of production was not their job. Surprisingly nowhere the Rangarajan Committee speaks of the cost of production. Ultimately, the Ministry of Petroleum and Natural Gas replying to a question of the Standing Committee through O.M. No.-L-150-16/9/2013GP dated 2.8.2013 (copy attached) has officially admitted that after computing from the financial statement of the Company of 2011-12 on projected level of production, the cost of production, including the levies, works out to USD 2.74 MMBTU.

If the cost per unit is only USD 2.74, then how the Rangarajan Committee has come to the conclusion that it should be USD 8.4 per unit to be given to the contractor. Evidently it is a case of lack of due diligence. The next question that arises is how the Cabinet had approved the price almost four times the cost so hurriedly.

I fervently request you to revisit the question of pricing of natural gas to be given to RIL and clear the air of suspicion that the government had only acted to benefit the corporate giant undermining the national interest.

RIL has not submitted the document to the Ministry about cost of production in the block KG-DWN-98/3.

The cost of production for RIL in KG-D6 block in 2011-12 was USD 2.48MMBTU excluding levies and USD and USD 2.74MMBTU including levies. Figures are computed from financial statements 2011-12, based on projected levels of production.

CPI blames Manmohan, Chidambram for economic crisis

New Delhi : Communist Party of India(CPI) on August 20,2013  squarely blamed the Prime Minister and the Finance Minister for the present “ pathetic” economic situation in the country, calling for the nationwide people’s struggles to force the Congress-led UPA( 11)  government to abandon its neo-liberal policies.

“We are worried India has to pay dearer for the fault of keeping the UPA (11) in power. Bigger struggles of the people are expected in the coming months,” CPI general secretary S Sudhakar Reddy said here.

Sudhakar’s remarks came a day after the Indian rupee continued to plumb new depths recording its biggest single day fall in a decade on Monday. With rupees 63.30 to a dollar it touched its lowest ever, recording biggest single day fall in a decade.

 He said while the prices of food grains and other essential commodities are going up, the burgeoning unemployment and all prevailing corruption are other major worries. The credibility of the UPA (11) is at its lowest ebb.

“This will lead to more serious complications in the political arena.  A weak government can not solve the problems of the nation,” CPI general secretary said.

He said Manmohan Singh’s neo-liberal economic policies coupled with Chidambaram’s arrogance had created the present position.

Pro-corporate policies added fire to the fuel.

“A weaker government, which is unwilling to take strong measures to control prices, implement labour laws is causing much harm to the man-in- street and the nation. There is no other solution except fighting back these anti- people policies of the Congress-led UPA government.”

 Giving a historical overview of the present economic situation, the CPI general secretary said the fall of the rupee versus dollar is a” symptom” of crisis of Indian economy.

 In spite of tall claims of the Prime Minister and the Finance Minister they failed to stop the fall of the rupee. In 1947 Indian rupee was equal to the dollar. In late 1960’s it was 8 rupees a dollar. Under the leadership of Chidambram as the head of the Indian financial system, it had gone down to over 63 rupees to a dollar.

 Furthermore, he said, foreign exchange had now only 6-7 months reservoir. This is a pathetic situation. Chidambram is to be squarely blamed because instead of finding scientific alternatives he made India to believe that FDI’s would solve all the problems and they are coming in plenty.

Dasgupta had filed public interest litigation with the Supreme Court---Nanasaheb Kadam

After moving court over the issue of gas pricing, Communist Party of India leader Gurudas Dasgupta has written to Prime Minister Manmohan Singh, telling him Petroleum Minister M Veerappa Moily had stripped a senior ministry official of his charge for standing up to the minister.

Giridhar Armane, joint secretary in charge of exploration and pricing issues, was stripped of the additional charge of pricing; the assignment was transferred to another joint secretary, P K Singh. The order for reallocation of charges was issued on August 8.

Dasgupta alleged the minister had repeatedly over-ruled the suggestions of Armane and Petroleum Secretary Vivek Rae on the issue of increasing prices, according to the Rangarajan formula. "It is learnt the secretary and joint secretary had presented an analysis to the minister recently, with a recommendation that the decision of the Cabinet Committee on Economic Affairs to increase prices be put on hold until a decision was taken on the matter regarding providing shortfall quantity at the old rates," Dasgupta said in his letter.

The finance ministry had asked its petroleum counterpart to look into charging the earlier price from Reliance Industries for the shortfall in supply from KG-D6. Traditionally, gas pricing has been handled by joint secretary (exploration), though there is another post of joint secretary (natural gas policy).

Dasgupta had filed public interest litigation with the Supreme Court against the government's decision to almost double gas prices according to the Rangarajan formula. A hearing on the matter is likely in September.

Bharti was arrested for his Facebook comment against UP government on the suspension of IAS officer Durga Nagpal.

LUCKNOW: Dalit scholar KanwalBharti has alleged that he and his family are facing a life threat in Rampur. "We are regularly hounded by dubious-looking individuals knocking at our doors. My family is passing sleepless nights," said Bharti. With no faith in the local police, he is now preparing to move the Allahabad high court for justice.

Bharti was arrested on August 6 for his Facebook comment against the Samajwadi Party government on the suspension of young IAS officer Durga Nagpal.

He was, however, released after the local court stated that on the basis of evidence provided by the police, no criminal case could be made out against him. Now his family is the target.

The dalit scholar, who returned to his Rampur house on Sunday after a two-day tour to Delhi, told TOI over phone that Azam Khan's men wanted him to leave the city for good. "But I will not, let them do whatever they want," he said on Sunday evening.

Talking about his Delhi visit, Kanwal said that various organizations of writers and authors will stage a protest at Jantar Mantar over the manner in which the UP government was desperate to curb freedom of speech.

SP, Rampur, Umesh Kumar Singh, said that Kanwal hadn't lodged any complaint in connection with any threats. "If we get a complaint, we would surely initiate necessary action," he said.

Giving graphic details of the ways and means being adopted to scare the family, Kanwal said: "There are times when someone knocks at the door and asks for me. Despite being told that I am out of station, he would come back half an hour later and asking for me again. He would inquire if I have gone alone and whether am carrying my cellphone. When questioned in turn for the reasons for his query, he would say that these days anything can happen to anybody," Kanwal said. "Now this is nothing but creating fear in the minds of the family members. The irony is that I cannot even approach the police because they are all dancing to the tunes of the local MLA and minister Azam Khan," he said.

Kanwal said he has prepared a petition against the police and was now preparing to move the Allahabad high court for the sake of his family's security. "I am scared but I will not bow to such pressures. "In my petition I will also question the authority with which the police have seized my desktop and storage devices without any mention of the seizures in the case diary. What will I do if tomorrow they plant some objectionable material in my computer's hard disk and claim that it was loaded by me," he said.
About Kanwal's desktop, the Rampur SP said it had been sent to Lucknow for forensic examination.
