वैश्विक आर्थिक मंदी के कारण जिन लोगों की नौकरियाँ चली गईं सरकार ने उनकी मदद के लिए क्या किया - गुरुदास दासगुप्ता

सरकार ने सोमवार को लोकसभा में स्पष्ट किया कि फिलहाल शिक्षित बेरोजगारों को भत्ता देने की उसकी कोई योजना नहीं है। हालाँकि सरकार की देश भर के रोजगार कार्यालयों के आधुनिकीकरण करने की योजना है।
सदन में प्रश्नकाल के दौरान समाजवादी पार्टी के शैलेन्द्र कुमार के सवाल के जवाब में श्रम एवं रोजगार मंत्री मल्लिकार्जुन खड्गे ने कहा कि सरकार देश भर के रोजगार कार्यालयों का आधुनिकीकरण करने की योजना बना रही है। पर शिक्षित बेरोजगारों को बेरोजगारी भत्ता देने का सरकार का फिलहाल कोई कार्यक्रम नहीं है।
भारतीय कम्युनिस्ट पार्टी के गुरुदास दासगुप्ता ने सरकार से जानना चाहा कि वैश्विक आर्थिक मंदी के कारण जिन लोगों की नौकरियाँ चली गईं सरकार ने उनकी मदद के लिए क्या किया। खड्गे ने कहा कि मौजूदा व्यवस्था के अनुसार जिनकी नौकरी जाती है उन्हें छह महीने का वेतन दिए जाने की व्यवस्था है।
सांसद दीपेन्द्र हुड्डा ने कहा कि बेरोजगारी एक गंभीर समस्या है जिसकी सही स्थिति का आकलन करने के लिए क्या सरकार कोई नई एवं अधिक प्रभावी व्यवस्था प्रारंभ करने जा रही है।
खड्गे ने कहा देश में बेरोजगारों की वास्तविक स्थिति का आकलन राष्ट्रीय नमूना सर्वे संगठन द्वारा किया जाता है। इसके साथ ही श्रम मंत्रालय हर तीन महीनों में नमूना सर्वेक्षण भी कराता है जिसकी रिपोर्ट समय समय पर मिलती रहती है।
उन्होंने कहा कि नमूना सर्वे पूरी तरह सटीक नहीं माने जाते हैं इसलिए सरकार अभी तक सही आँकड़ों के लिए संगठन की रिपोर्ट पर ही निर्भर रहती है। उन्होंने कहा कि सरकार किसी नए विकल्प पर भी विचार कर सकती है।

आईपीएल विवाद की जवाबदेही तय की जानी चाहिए : राजा

”पुड्डुचेरी, 24 अप्रैल (वार्ता)। भारतीय कम्युनिस्ट पार्टी (भाकपा) के सचिव डी. राजा ने विवादों में घिरी इंडियन प्रीमियर लीग (आईपीएल) से जुड़े सभी मामलों की संयुक्त संसदीय समिति से जांच कराने की आज मांग की।
राजा ने यहां संवाददाताओं से कहा कि आईपीएल में लगने वाले धन के श्रोत पर सवालिया निशान लगे हैं और केन्द्र सरकार इस मसले पर निर्णय लेने में ढुलमुल रवैया अपना रही है। उन्होंने कहा कि केन्द्र सरकार को आईपीएल के पूरे ब्यौरे और केन्द्रीय मंत्रियों के इससे संबंधों का खुलासा करना चाहिए। उन्होंने कहा कि कोई नहीं जानता कि इस पूरे मामले में भारतीय क्रिकेट कंट्रोल बोर्ड और आईपीएल का कौन पदाधिकारी जवाबदेह है और उसकी क्या जवाबदेही है।
उन्होंने कहा कि राजनेताओं के फोन टैप किये जाने की खबरें हैं जो भारत जैसे लोकतांत्रिक देश में नागरिक अधिकारों को बड़ा आघात है। इसकी कड़ी भर्त्सना किये जाने की जरूरत है। राजनेताओं के खेल संघों और खेलों से जुड़ाव के बारे में पूछे जाने पर कहा कि उनकी भूमिका अब सवालों के घेरे में आ गयी है।
भाकपा नेता कहा कि पूरी खेल नीति की समीक्षा की जानी चाहिए। उन्होंने कहा कि खेल मंत्रालय की भूमिका को भी पुनर्निधारित करना होगा।“

इस्तीफे के बाद पहली बार केरल पहुंचे थरूर

”इंडियन प्रीमियर लीग (आईपीएल) की कोच्चि फ्रेंचाइजी पर उठे विवाद के बाद विदेश राज्य मंत्री के पद से इस्तीफा देने वाले शशि थरूर शनिवार को जब पहली बार केरल पहुंचे तो कांग्रेस के कार्यकर्ताओं ने जहां उनका स्वागत किया वहीं उन्हें भारतीय कम्युनिस्ट पार्टी (भाकपा) के कार्यकर्ताओं के विरोध का भी सामना करना पड़ा।
थरूर तिरूवनंतपुरम के सांसद हैं। आईपीएल विवाद के बाद मंत्री पद से इस्तीफा देने के बाद वह पहली बार यहां पहुंचे। वह दोपहर लगभग 12.50 बजे तिरूवनंतपुरम हवाई अड्डे पहुंचे। ......................................................... भाकपा के कुछ कार्यकर्ताओं ने थरूर का विरोध भी किया। पुलिस ने लगभग 50 प्रदर्शनकारियों को गिरफ्तार कर लिया।“

CPI demands JPC probe into IPL

Puducherry: Communist Party of India Secretary D Raja, MP, today demanded an enquiry by a Joint Parliamentary Committe into the IPL 'gambling." Addressing a press conference here, he said money was flowing from 'questionable sources' and the Union Governemnt was not firm in taking a decision on the issue. The Centre should come out with an explanation and also connection of Ministers in different ways with IPL.
" No one knows to whom the BCCI and IPL are accountable and what is their accountability," he added.
There was also a report of tapping of telephones of political party leaders, which was a blow to civil rights in a democratic country like India and this needs to be condemned strongly, he added.
To a question on the association of politicians with sports, he said their role has now become questionable. The entire sports policy should be revamped, the role of sports ministry would have to be redefined, the CPI leader.
On the arrest of top brass of the Medical Council of India (MCI), Mr Raja said the governemnt should appoint a special officer to look into the affairs of the MCI and none should be allowed to manipulate the its affairs.

आईपीएल में इतना सारा पैसा आ कहां से रहा हैं? - गुरूदास दासगुप्ता, राष्ट्रीय सचिव, भाकपा

डेटलाइन इंडिया में आज छपी अंशू सिंह की रिपोर्ट :
नई दिल्ली, 24 अप्रैल- बीसीसीआई और आईपीएल दोनों अपनी खाल बचाने में लगे हुए हैं और अब यह तय किया गया है कि बीसीसीआई के अध्यक्ष शशांक मनोहर आईपीएल के कार्यकारी कमिश्नर बनेंगे जबकि ललित मोदी बीसीसीआई के उपाध्यक्ष बनें रहेंगे। शरद पवार की पहल पर यह समझौता हुआ है और ललित मोदी इस बात पर राजी हो गए हैं कि 26 अप्रैल को आईपीएल गवर्निंग काउंसिल की बैठक को वे अदालत में नहीं ले जाएंगे।
इसके बदले मोदी को बीसीसीआई से निलंबित नहीं किया जाएगा। मगर मोदी इस बात पर अड़े हुए हैं कि वे 26 अप्रैल वाली बैठक में हिस्सा नहीं लेंगे ताकि निष्पक्ष्तापूर्वक विचार हो सके। बीसीसीआई के भूतपूर्व अध्यक्ष केसी मुथैया इस बीच एक टीम के मालिक एम श्रीनिवासन के बोर्ड का सचिव बने रहने के सवाल पर सर्वाेच्च न्यायालय तक पहुंच गए हैं। उन्होंने सवाल किया है कि बोर्ड का कोई भी सदस्य कैसे किसी फ्रेंचाइज का मालिक हो सकता है? उनका कहना है कि इंडिया सीमेंट एक टीम की मालिक हैं और श्री निवासन के उनसे व्यापारिक और निजी रिश्ते हैं।
उधर सरकार भी बीच का रास्ता खोजती नजर आ रही हैं। सरकार की ओर से अब सूत्रों के जरिए ही सही, ऐलान किया गया है कि सरकार सिर्फ आईपीएल और उसके साथ जुड़ी टीमों के पैसे की जांच करेगी और मैच फिक्सिंग फिलहाल जांच के दायरे में नहीं है। आयकर अधिकारियों ने अपना नाम नहीं छापने के अनुरोध के साथ कहा कि फिलहाल उन्हें मैच फिक्सिंग की जांच करने के आदेश नहीं मिले। वाम मोर्चा भी अब सुर बदल रहा है।
भारतीय कम्युनिस्ट पार्टी के नेता गुरुदास दासगुप्ता ने कहा कि मैंने कभी मैच फिक्सिंग की बात नहीं की मगर सरकार को पता लगाना चाहिए कि इतना सारा पैसा आ कहां से रहा हैं? मैं ललित मोदी पर भी सवाल नहीं कर रहा हूं मगर मेरा सवाल यह है कि शाहरूख खान और शिल्पा शेट्ठी जैसे लोग अचानक क्रिकेट में इतने ज्यादा लीन कैसे हो गए? इनकम टेक्स की रिपोर्ट में ललित मोदी के एक दोस्त पर मैच फिक्सिंग का संदेह जाहिर किया गया है लेकिन इसके बारे कोई विवरण नहीं दिए गए है। यह रिपोर्ट भी इतनी जल्दबाजी में तैयार की गई है कि शाहरूख खान की टीम का नाम कोलकाता नाइट राइडर्स की बजाय कोलकाता रॉयल्स रख दिया गया है। जाहिर है कि यह रिपोर्ट बनाने वाले अधिकारियों की क्रिकेट में कोई खास दिलचस्पी नहीं है। नतीजा क्या निकलेगा इसका अंदाजा अभी से लगाया जा सकता है।

भाकपा का 6 से 9 मई तक धन एवं अन्न संग्रह अभियान
उठो साथियों, निकलो - पार्टी के लिए धन की व्यवस्था आपको ही करनी है!

भारतीय कम्युनिस्ट पार्टी की उत्तर प्रदेश राज्य कार्यकारिणी ने भारतीय कम्युनिस्ट पार्टी के तमाम सदस्यों एवं जन संगठनों के कार्यकर्ताओं का आह्वान किया है कि वे 6 से 9 मई तक जनता के व्यापकतम तबकों से पार्टी के लिए धन और अन्न एकत्रित करने के लिए सड़कों पर उतरें। पार्टी के राज्य कार्यालय ने इस हेतु भेजे गये सन्देश में इस अभियान को संगठित करने की सांगठनिक प्राथमिकताओं को चिन्हित करते हुए पार्टी सदस्यों से अपील की है कि -
(1) पार्टी की पूरी की पूरी सदस्यता को अभियान में उतरना है।
(2) पार्टी सदस्यों को कम से कम प्रति सदस्य 10 घरों अथवा दुकानों पर जाकर पार्टी चलाने हेतु धन मांगना है यानी अगर जिले में 5 सौ सदस्य हैं तो हमें कम से कम 5 हजार लोगों से सम्पर्क करना है।
(3) किसी भी पार्टी सदस्य को इस अभियान से छूट नहीं दी गयी है।
(4) अभियान को 9 मई के बाद भी चलाया जा सकता है।
साथियों! पार्टी के विस्तार एवं विकास के लिए पार्टी के सदस्यों द्वारा धन संग्रह अभियान चलाना बहुत जरूरी है। होलटाईमर कार्यकर्ताओं को रखने के लिए और उन्हें जीवनयापन लायक धन देने के लिए धन की जरूरत होती है। पार्टी के कार्यालयों को चलाने के लिए धन की जरूरत होती है। पार्टी के संसाधनों की व्यवस्था भी धन के बिना नहीं होती। आन्दोलन चलाने के लिए और आन्दोलन का प्रचार करने के लिए भी धन की जरूरत होती है। पार्टी को धन की जरूरत है, इसे महसूस कीजिए। इस जरूरत को हम सब मिल कर ही पूरा कर सकते हैं।
साथियों! कम्युनिस्ट पार्टियों के पास इस धन की व्यवस्था के लिए जनता के पास जाने के अलावा कोई विकल्प नहीं है। हम जिनकी बेहतरी के लिए लगातार संघर्ष करते हैं, उन्हीं से तो हम पैसा मांग सकते हैं। जनता से धन मांगने के लिए पार्टी के सभी सदस्यों को जनता के पास जाना ही होगा, तभी हम अधिक से अधिक संख्या में जनता के व्याकतम तबकों के मध्य पहुंच पायेंगे और तभी हमें पार्टी को चलाने के लिए कुछ धन मुहैया हो सकेगा।
साथियों! भारतीय कम्युनिस्ट पार्टी के दूसरों राज्यों के साथी हर साल कम से कम एक बार इस अभियान पर संगठित रूप से निकलते हैं और पार्टी के लिए धन इकट्ठा करते हैं। फिर उत्तर प्रदेश में हम क्यों नहीं निकल सकते? उत्तर प्रदेश के साथी भी निकल सकते हैं, इस बार वे निकलेंगे और धन मांगेंगे।
”पार्टी संगठन“ पर लखनऊ में पिछले साल आयोजित कार्यशाला में पार्टी की राष्ट्रीय परिषद के सचिव का. सी.के.चन्द्रप्पन आये थे। उन्होंने विस्तार से उत्तर प्रदेश के पार्टी संगठन की खामियों पर चर्चा करते हुए दूसरे राज्यों के काम करने के तौर-तरीकों की चर्चा की थी। उन्होंने विस्तार से बताया था कि केरल के साथी किस प्रकार लक्ष्य निर्धारित कर साल भर में कम से कम एक बार इस अभियान में उतरते हैं और कितना धन एकत्रित कर लेते हैं। उन्होंने स्पष्ट बताया था कि अभियान के बाद केरल की पार्टी - ब्रांचों से लेकर राज्य तक समीक्षा करती हैं कि हम कितने परिवारों तक पहुंच सके। अगले वर्ष केरल की पार्टी का लक्ष्य यह होता है कि पिछले वर्ष हम जितने घरों तक पहुंचे थे इस बार हम उससे कितना ज्यादा पहुंचने का प्रयास करेंगे।
हमारे जिलों के आगे बढ़े हुए नेतृत्वकारी साथी इस कार्यशाला में उपस्थित थे। उन सबके सामने का. चन्द्रप्पन ने हमारा आह्वान किया था कि हम केरल के अनुभवों से सबक लेते हुए इस अभियान को चलायें, अधिक से अधिक जनता के पास पहुंचने का प्रयास करें।
साथियों! ब्रांचों को सक्रिय करिए, पार्टी के सभी सदस्यों को सक्रिय कीजिए और अभियान के लिए निकल चलिये। किसी के अभियान पर न जाने को बहाना मत बनाईये। आप खुद निकलिये, लौट कर देखना कि कौन नहीं निकला, उसे समझाना कि कुछ नहीं बिगड़ा है, अभी भी वह अपने परिचित 10 घरों पर जाकर पार्टी के लिए धन या अन्न मांग सकता है। कितनों को सड़कों पर हम उतारने में सफल रहे, इसकी मीमांशा अभियान के बाद जरूर कीजिए, कमियों को ढूंढिये और अगले साल के लिए नये संकल्प बुनना अभी से शुरू कर दीजिए।
साथियों! पार्टी के राज्य केन्द्र ने इस अभियान को 9 मई को बन्द करने का निर्देश नहीं दिया है। अमूमन यह देखा जाता है कि आन्दोलनात्मक गतिविधियों में सहभागिता से कुछ साथी बहाने तलाश कर लेते हैं कि शादी-विवाह के कारण नहीं जा सकते, बीमारी के कारण नहीं जा सकते, नौकरी के कारण नहीं जा सकते या किन्हीं और व्यस्तताओं के कारण नहीं जा सकते। लम्बे समय में यह कोई बहाना किसी साथी के पास मौजूद नहीं होगा। आज नहीं निकल सकते तो कल निकलिये, कल नहीं निकल सकते तो परसों निकलिये। सभी साथियों को इस कार्यभार को पूरा करने के लिए निकलना होगा। यह केवल ब्रांच अथवा जिले या राज्य के मंत्री की अकेले की जिम्मेदारी नहीं है। यह जिम्मेदारी पार्टी के एक-एक सदस्य की जिम्मेदारी है जिसे उसे पूरा करना चाहिए।
उठिये साथियों! सब पार्टी के लिए धन मांगने निकलें। जिस तरह हमने लगातार अभियान चलाते रहने का रिकार्ड बनाया है, हम इस अभियान को भी सफल बनायें।

मुम्बई में 20 अप्रैल को भारतीय रिजर्व बैंक ने वार्षिक मौद्रिक नीति की घोषणा करते हुए ऐसे कोई कदम नहीं उठाये जिससे यह साबित होता कि भारतीय रिजर्व बैंक में महंगाई से निपटने की इच्छा शक्ति है। वार्षिक मौद्रिक नीति की घोषणा के पहले स्टॉक मार्केट गिर रहा था और समाचार माध्यम एवं पूंजीपति वर्ग की संस्थाएं चीख रहीं थीं कि ऋणों पर ब्याज दरें बढ़ जायेंगी और उससे आर्थिक तबाही आ जायेगी। नीति घोषित होते ही शेयर बाजार कुलांचे भरने लगा। यह इंगित करता है कि वांछित सख्ती नहीं की गयी है।भारतीय रिजर्व बैंक ने बैंक दर एवं वैधानिक तरलता अनुपात (एसएलआर) को यथावत बनाये रखते हुए नगदी आरक्षित अनुपात (सीआरआर) में केवल 0.25 प्रतिशत की बढ़ोतरी की जबकि रेपो एवं रिवर्स रेपो दरों में भी केवल 0.25 प्रतिशत की बढ़ोतरी की गयी है। सीआरआर में बढ़ोतरी से बैंकों के पास ऋण देने हेतु उपलब्ध संसाधनों में केवल 12,500 करोड़ रूपये की कमी आयेगी और बैंकों के पास ऋण देने के लिए रकम इससे कहीं कई गुना अभी भी उपलब्ध रहेगी। रेपो एवं रिवर्स रेपो दरों में बढ़ोतरी का बाजार पर कोई विशेष असर नहीं पड़ेगा।इस प्रकार भारतीय रिजर्व बैंक द्वारा उठाये गये कदमों से मंहगाई पर कोई प्रभाव पड़ने वाला नहीं है।इस समय जरूरत थी कि भारतीय रिजर्व बैंक सीआरआर और एसएलआर में तीव्र वृद्धि कर बैंकों के पास ऋण हेतु उपलब्ध संसाधनों को बैंकिंग सिस्टम से खींच कर बैंकों के पास तरलता को पर्याप्त कम करता और बैंक दर एवं रेपो-रिवर्स रेपो दरों को भी तेजी से ऊपर लाकर बैंकों का जमाराशियों पर देय ब्याज दर को बढ़ाने का संकेत देता और परिचालन में मुद्रा (मनी इन सर्कुलेशन) को कम करता। परन्तु ऐसा नहीं किया गया है।इस समय महंगाई में विशेष योगदान खाद्य पदार्थों में आई महंगाई का है। भारतीय रिजर्व बैंक ने अपने बयान में यह स्वीकार किया है कि खाद्य पदार्थों की महंगाई दर मार्च 2010 तक 53.3 प्रतिशत थी। बात दीगर है कि यह सरकारी आंकड़ा है और कीमतों में इससे कहीं ज्यादा बढ़ोतरी आम आदमी को भुगतनी पड़ रही है। जिन्सों की कीमतें दो से चार गुना तक बढ़ गयी हैं। जिन्सों का उत्पादन किसान करते हैं परन्तु किसानों को जिन्सों का अभी भी वही मूल्य मिल रहा है जो उन्हें एक-दो साल पहले मिल रहा था। इसके स्पष्ट दो कारण है। पहला खाद्य पदार्थों की सट्टाबाजारी एवं जमाखोरी। इन पर अंकुश लगाने की जरूरत थी। इसके लिए जरूरी था कि खाद्य पदार्थो में सट्टेबाजारी के लिए उपलब्ध धन श्रोतों (जोकि अंततः राष्ट्रीयकृत बैंकों से ऋण एवं सरमायेदारों द्वारा अंधाधुंध मुनाफाखोरी के जरिए उपलब्ध हो रहा है) पर लगाम लगाई जाती। साथ ही खाद्य पदार्थों के लिए दिये जाने वाले गैर-कृषि ऋणों पर लगाम लगाने की भी सख्त जरूरत थी यानी सेलेक्टिव क्रेडिट कंट्रोल उपायों को अमल में लाना चाहिये था। परन्तु इस प्रकार के किसी सख्त कदम की घोषणा नहीं की गयी है।इधर कई सालों से बैंकिंग बिलकुल बदल गयी है। एटीएम और क्रेडिट कार्ड एक तरह से परिचालन में मुद्रा की मात्रा को बढ़ा रहे हैं। आरटीजीएस जैसी मैकेनिज्म से पैसा देश के एक कोने से दूसरे कोने में इतनी तेजी से यात्रा कर रहा है कि बाजार में मुद्रा की उतनी जरूरत ही नहीं है जितनी दस सालं पहले तक होती थी। पहले एक व्यवसायी को दूसरे शहर के व्यवसायी को पैसा भेजने में एक सप्ताह लग जाता था जबकि आज इस पैसे को दिन भर में 5 बार फेंटा जा सकता है यानी यह पैसा एक ही दिन में 6 लोगों के खातों में जमा होकर निकल जाता है।देश के अर्थतंत्र में अंधाधुंध काला धन उपलब्ध है, जो देश में समानान्तर अर्थव्यवस्था चला रहा है। यह काला धन भी अंततः सट्टेबाजी और मुनाफाखोरी में लग रहा है। इस प्रकार किसी अधिकारिक आंकड़े के आधार पर भारतीय रिजर्व बैंक कदम नहीं उठा सकता बल्कि उसे परिस्थितियों की गंभीरता को देखते हुए सख्त कदम उठाने चाहिये थे।वार्षिक मौद्रिक नीति घोषित करते हुए भारतीय रिजर्व बैंक के गवर्नर डी. सुब्बाराव ने स्वीकार किया कि 2009-10 में केन्द्र सरकार के रू. 2,98,411 करोड़ रूपये के वित्तीय घाटे को पूरा करने के लिए भारतीय रिजर्व बैंक को 2,51,000 करोड़ रूपये बाजार से उठाने के लिए नई प्रतिभूतियां जारी करनी पड़ी और वर्तमान वित्तीय वर्ष 2010-11 के वित्तीय घाटे को पूरा करने के लिए बाजार में 3,42,300 करोड़ की प्रतिभूतियों को जारी करना होगा। सरकार काले धन को जब्त कर और सरमायेदारों के बढ़ते मुनाफों पर कर लगा कर इस वित्तीय घाटे को पूरा करने के बजाय बाजार से उधारी पर निर्भर है और इसका भी असर मुद्रास्फीति पर पड़ना लाजिमी है।भारतीय रिजर्व बैंक के गवर्नर की यह स्वीकारोक्ति कि ”महंगाई को रोकने के लिए जरूरत पड़ने पर और कदम उठाये जायेंगे“ इस तथ्य की पुष्टि के अलावा कुछ नहीं है कि वांछित सख्ती नहीं दिखाई गयी है।

@While asserting that adequate safeguards would be put in place to prevent a recurrence, the government Tuesday found itself on the defensive in the Rajya Sabha as members across the spectrum questioned how people had been exposed to radiation in Delhi.

The government also admitted to the need for tightening registration procedures for scrap dealers and for a law to compensate victims in an incident of the kind that occurred in the capital's Mayapuri scrap market that has left seven people battling for their lives.

Noting that the Cobalt-60 found in the scrap market "most likely came as scrap from abroad, from which country we do not know", Minister of State in the Prime Minister's Office Prithviraj Chavan said in reply to a calling attention motion raised by D. Raja of the Communist Party of India (CPI): "I wish to assure this house that elaborate equipment in the form of full container scanners is being put in place at all major ports (to ensure that radioactive scrap does not come into the country)."

"All of it has not been deployed. It is being deployed. Why has there been a delay? Two scanners have been installed at Nhava Sheva. Twelve more are in the process of being installed," he said, adding: "The registration of scrap dealers also needs to be strengthened."

Prime Minister Manmohan Singh, who was present in the house, sat silently through the hour-long discussion.

Addressing the concerns of members on the compensation to be paid to victims of the Mayapuri tragedy, Chavan said: "At present there is no law for providing compensation for such accidents. We need to enact a law for this."

Earlier, Chavan said in a statement: "I would like to assure this august house that all possible care is being taken to ensure that the country is prepared to handle any radiological emergency arising in the public domain."

In this context, he noted that the Department of Atomic Energy has organised courses to train front line officers (FLOs) "on the issues of detection, intradiction and response related to radiological incidents.

"The minister's statement is not convincing," Raja said, adding: "The radiation mishap has exposed the unpreparedness and ill preparedness of the nation. There has been a regulatory failure and lack of professional competence."

भारतीय कम्युनिस्ट पार्टी (सीपीआई) के गुरुदास दासगुप्ता ने इस मामले को उठाया और उन्होंने आईपीएल पर प्रतिबंध लगाने की माँग की.
इसके जरिए कालेधन को सफेद किया जा रहा है और इसमें मॉरीशस और दुबई से पैसा लगाया जा रहा है.
गुरुदास दासगुप्ता का कहना था कि आईपीएल से क्रिकेट का नाम बदनाम हो रहा है और इसमें खिलाड़ी सब्जियों की तरह ख़रीदे जाते हैं.
उन्होंने आरोप लगाया कि इसमें खुलेआम सट्टेबाजी चल रही है. उन्होंने आईपीएल की जाँच संयुक्त संसदीय समिति (जेपीसी) से कराने की माँग की.

Rememebering Bhagat Singh and Dr. Ambedkar in Begu sarai-Bihar

If one travels around India, one would find many such libraries, which were established during freedom struggle to spread consciousness of national movement against British colonialism Not only libraries, many national schools and colleges were established to provide alternative education with stress on national heritage. Dwarka Dass Library and National college Lahore were some such institutions established during 1920's. Kashi Vidyapeeth Benaras and another in Ahmedabad were also such. In my own town Rampura Phul in Bathinda district of Punjab, Public Library was established by people active in national movement.If any one institution can be given credit my my mental liberation from traditional yokes of thought, I will name Public Library Rampura Phul, though later in life, I have got the chance to know some of the best libraries of the world like Nehru Memorial Museum and Library to Indian Institute of Advanced Study Library Shimla. Marwari Library in Delhi and many more are shining examples of library movement in India.This time I visited Begusarai district of Bihar to deliver lectures on Bhagat Singh and Dr. Ambedkar on 13th and 14th April,These were hot days, but pleasant part of the whole trip was to visit two libraries established by democratic movement. One Viplav Pustkalaya, Godhargaon near Begusarai and another comrade Chandershekhar smark pustkalaya Beehat village near Brauni town, close to Begusarai.While Viplav Pustkalaya(Rebellious Library) in Godhargaon was established in 1986 by Communist Party of India(CPI), so was Com. Chandershekhar memorial library in Beehat recently. On my way back to Patna, saw one such library in Fatuha town established in 1944.Libraries play a major role in spreading consciousness among people in small towns and villages for changing the society.Knowledge is the most effective tool to prepare people for change and libraries provide space for that.For leftist movement in any Asian country, perhaps elsewhere too, establishing libraries and providing good books and infra structure there, is the task of democratic movement.Ghadar party activists established Desh Bhagat yadgar Hall and library in Jalandhar in 1960's. Shiv Verma, close comrade of Bhagat Singh and life convict in that case established Shaheed Smark library in Lucknow in a college and school run by Durga Bhabhi. Thakur Ram Singh another revolutionary comrade of that movement, who passed away at the age of 104 years at Agra recently, established Bhagat Singh memorial library in Agra. Even some good intentioned Police officers established Paash Library in police lines Karnal in Haryana in memory of slain policemen by Khalistanis.At Beehat village in Bhagat Singh memorial function I spoke about Jallianawala Bagh's Khooni Baisakhi(Bloody Baisakhi of 1919), along with talking about Bhagat singh's philosophy of national liberation. I announced there that I am committing my royalty on 10 plus books on revolutionary freedom movement in Hindi, Punjabi and English to these 6-7 libraries established in memory of revolutionaries. It was a simple gathering of five hundred plus ordinary working people of the area, including some women, who listened to me for more than one hour in pin drop silence.They later expressed the desire that they wanted to listen me more. It was my 41st lecture in memory of Bhagat Singh, starting from 2006, 75th martyrdom anniversary of Bhagat Singh. It seems that kind of narrative style I had developed during this period, goes well with the audience in villages, towns and big cities as well.Next day in the same place, I spoke on Dr. Ambedkar memorial function organized by same Student Club of Beehat ,under influence of CPI.Here I spoke on the need of inter caste and inter religious marriages at wide level as task of democratic movement to weed out the poison of casteism and communalism from society, which was the advise of Dr. Ambedkar as well Chandereshwari Singh, President of Bihar AITUC was the spirit behind these functions.Though with CPI, he seems to be quite radical. Photographs of Che Guvera were on display along with Indian revolutionaries photos and he spoke also about Che Guvera feelingly. Shatrughan Prasad, two times CPI member Parliament from the area was also present and in fact, he took me to Viplav Library Godargaon later. He had earlier invited me to Patna in year 2007 or 08 in a big function attended by Com A.B.Bardhan, Gen. Secretary of CPI.In Viplav Library Godhargaon, statue of Bhagat Singh welcomes you at the entry. At the square towards library, a huge full size statue of Chandershekhar Azad has come up recently.In adjoining building, statue of Prem Chand and poet Meera Bai is there.Collection of books and pictures of writers is fantastic in the library. Many eminent personalities have visited this library if far flung area of Bihar. Bihar has better reading habits than all other states of North India and among Hindi or Urdu speaking states.I shall attach some photographs of libraries later to this note or in a separate album.

CPI activists stage protest

In agitation mode: CPI leaders staging a dharna at the foot of Indrakeeladri demanding widening of National Highway-5 to remove bottleneck in Vijayawada on Sunday

VIJAYAWADA: Demanding the construction of a flyover on the national highway at the foot of Indrakeeladri hillock, activists of the Communist Party of India (CPI) on Sunday staged a dharna at Asoka Pillar Centre। Holding placards with slogans demanding the construction of flyover, the activists sat on the road for about an hour.
Addressing the activists, party's city unit president K. Subba Raju said that the infrastructure in the city had not been increased on a par with the population, due to which people were facing a lot of problems. “While the other cities have so many bypass roads, inner and outer ring roads, there are no such facilities in Vijayawada,” he said.
Referring to the traffic at Kanakadurga temple, Mr. Subba Raju observed that it was one of the biggest temples in the State and was witnessing huge pilgrim rush every day. “The traffic on the national highway too is very high and hundreds of heavy vehicles take this road daily,” he said. Stating that traffic jams were becoming the order of the day on the highway abutting Indrakeeladri hillock, he said that construction of a flyover was the only solution to address the ever-increasing traffic problem.
State leader of the All India Trade Union Congress Palla Surya Rao, corporators from the CPI P. Durga Bhavani, G. Koteswara Rao, Ramana Babu, Das Prakash and others were present.

Left Front announces nominees for Kolkata civic polls

Kolkata, April 17 - Mayor Bikash Bhattacharya opted out of the fray as West Bengal's ruling Left Front Saturday released its list of candidates for the May 30 Kolkata civic polls, at which it faces one of its toughest tests after a series of electoral reverses.In an apparent bid to repair its battered image in the 141 Kolkata Municipal Corporation wards, the front has nominated 92 fresh candidates and 65 women, while announcing its candidates for 140 wards. The nominee for ward number 28 will be announced later. 'More than 47 percent of our candidates are women,' announced Left Front chairman Biman Bose. The front, which has been running the board for the last five years, received a setback of sorts with Bhattacharya declining to contest citing personal reasons. Leaders of Left Front major Communist Party of India-Marxist -, who had named him as mayor after the last election, made frantic efforts to persuade the lawyer-turned politician to change his mind realising that the opposition would make a big issue out of his absence. But Bhattacharya stood firm. However, Bose put up a brave face on his absence. 'Before the last elections, he was not even a councillor. After he became a councillor he was elected as mayor for a single term. And he has performed. We have decided not to renominate him as we want to utilise his expertise in legal matters'. Bose declined to name any mayoral candidate, saying the front partners would take a decision after the polls if the combine emerged victorious. That, however, seems an uphill task considering that the opposition candidates had led in a brute majority of the wards in last year's Lok Sabha polls. Apart from the mayor, four mayor-in-council members have also not been renominated. CPI-M candidates would try their luck in 96 wards, followed by Communist Party of India in 14, the Forward Bloc in 11 and the Revolutionary Socialist Party in 10. The minor front partners, including the Rashtirya Janata Dal and the Socialist Party - would fight in the remaining seats.

CPI DEMANDS : KERALA GOVERNMENT MUST INITIATE MOVES AGAINST COCA-COLA
The Report of the High Power Committee that was set up by the Kerala Government in April 2009 to assess the extent of damages caused by the Coca-Cola plant at Plachimada has come out with its report.

After a thorough scientific assessment of the damages caused to ground water, human health, agricultural live-stock, and labour and livelihood, the Committee has put the estimate to a total of Rs. 216.26 crores.

As usual the multinational Coca-Cola has ignored the Committee. But basing on the principle laid down by the Supreme Court that the 'polluter pays the price', the Kerala Government must follow up the report of its own committee by initiating legal and administrative steps to assess the individual claims and the actual compensation to be decreed. Coca-Cola must be made to pay.

The Communist Party of India recalls the massive agitation that was launched in the entire district of Palakkad against the Coca-Cola plant which compelled the Government to set up the High Power Committee. A similar movement must now be launched to make the Coca-Cola to pay for the damage caused.

महिला आरक्षण विधेयक के समर्थन में मुस्लिम महिलाओं का लखनऊ में धरना

पुरूषवादी ताकतों द्वारा लोकसभा एवं विधानसभाओं में महिलाओं के लिए बहुप्रतीक्षित महिला आरक्षण विधेयक के खिलाफ जारी मुहिम के खिलाफ महिलाओं के मध्य प्रतिक्रिया अब खुले रूप से सामने आने लगी है। लखनऊ में 15 अप्रैल 2010 को मुस्लिम महिलाओं ने लखनऊ के शहीद स्मारक पर महिला आरक्षण विधेयक के समर्थन में धरना आयोजित किया। भारतीय मुस्लिम महिला आन्दोलन का एक बैनर लेकर सैकड़ों महिलाओं ने इस विधेयक को महिलाओं की समानता एवं न्याय के लिए एक शताब्दी से जारी संघर्ष की ऐतिहासिक विजय बताते हुए इसे हर कीमत पर प्राप्त करने के लिए अपनी आवाज को बुलन्द किया। वक्ताओं ने कहा कि यह विधेयक पास होने के बाद ऐसी लोकतंात्रिक प्रक्रिया शुरू होगी जिससे अन्य महिलाओं के साथ साथ मुस्लिम महिलाओं को भी सत्ता में अपनी न्यायपूर्ण हिस्सेदारी मिलेगी। वक्ताओं ने इस विधेयक का विरोध करने वाले राजनेताओं एंव धार्मिक नेताओं को आड़े हाथ लेते हुए कहा यह अन्यायपूर्ण एवं संविधान में निहित भावना का उल्लंघन है। प्रदर्शनकारियों को सम्बोधित करने वाली प्रमुख वक्ता थीं - नाइश हसन, नाज रजा, शहनाज, मुन्नी शरीफ, जहां, बेबी, राबिया, सलमा, सायारा, रहनुमा, हमरून, किश्वर जहां, रूखसाना, नायाब जहां आदि।
